- Project Title: Joint Base Cape Cod (JBCC) Optimized Remediation Contract (ORC) Solicitation Number: W912DR24R0018 The U.S. Army Corps of Engineers (USACE), Baltimore District, intends to issue a solicitation for a standalone �C� type contract to provide support to the Air Force at Joint Base Cape Cod (JBCC) in executing its Environmental Restoration Program (ERP) via a performance-based Optimized Remediation Contract (ORC). The work will consist of performance of environmental remediation activities necessary for investigation, design, remedial action, remedial construction, and Long-Term Management (LTM) to achieve minimum Performance Objectives (POs) and stretch goals and support progress to Site Closeout (SC) at 16 Installation Restoration Program (IRP) and one (1) Military Munitions Response Program (MMRP) sites in various phases of remediation. The Air Force is required to implement remedies as necessary to enable the mission, protect human health and the environment and comply with laws. The goal of the ORC initiative is to ensure the Air Force continues to fulfill all facets of its ERP mission, while effectively andefficiently managing the program in a performance-based, results-oriented and cost conscious framework. The Air Force desires all sites be cleaned up to standards that allow for the current or reasonably anticipated future land use of the property. The intent of the ORC initiative is to advance site cleanup in the most efficient and cost-effective manner as supported by a business case analysis that achieves the greatest reduction in Life-Cycle Cost (LCC). The Air Force is interested in substantial reduction of long-term environmental liabilities and LCCs, through optimization of environmental restoration activities for all sites included in this contract while complying with applicable federal, state, and local laws and regulations; and applicable base-specific orders, agreements, or rules. This will be solicited as a total small business set-aside in accordance with FAR Part 15, Contracting by Negotiation, via a Request for Proposal (RFP). The NAICS is 562910 Environmental Remediation Services (Size Standard: 1,000 employees). This will be a firm-fixed-price (FFP) contract. The period of performance will be 10 years from date of contract award. This solicitation is expected to be issued on or about 17 April 2024. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (562910 Environmental Remediation Services, Size Standard: 1,000 employees) to this acquisition must be in vendor�s SAM registration.
