- Sources Sought Notice This is a sources sought announcement only. This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of current market conditions relative to STAT Reference Laboratory Testing Services. The Department of Veterans Affairs (DVA), Network Contracting Office 23 (NCO 23), on behalf of the Minneapolis VA Health Care System (MVAHCS), Minneapolis, MN is seeking to identify any vendors capable of providing contractual services for STAT Referral Laboratory Testing and Consultation Services in accordance with the specifications contained herein to beneficiaries of the DVA and MVAHCS. The period of performance will be a five-year IDIQ contract; estimated start date is September 1, 2024 through August 31, 2029. The Minneapolis Veterans Affairs Medical Center is looking for responses from contractors regarding their capability to provide the following mentioned services. Services to be provided include: The MVAHCS requires the services of a contractor to provide highly specialized and specific diagnostic testing needs. Testing needs may consist of but are not limited to STAT and Urgent drug levels, quantitative cryoglobulin levels with identification, HLA typing, special coagulation testing, factor assays, consultation on complex anatomic pathology cases, gross and microscopic neuropathology evaluations, PCR and viral culturing of infectious agents, and enzyme immunoassay on blood, bone marrow, tissue, body fluids, swabs, and other clinical specimens. These services are not performed at the MVAHCS. The contractor s laboratory is required to be within 20 miles of the MVAHCS. STAT courier service is required to be included for no additional charge and must be available 24/7, including weekends and Federal holidays Please see attached Performance Work Statement for specific test and acceptable turn around times. The anticipated contract is Indefinite Delivery, Indefinite Quantity (IDIQ) contract with services estimated to commence in September 2024. All firms wishing to do business with the U.S. Government must be registered and active in the System for Award Management (SAM) at https://www.sam.gov/. Please note that there is no charge to register in SAM. If the procurement is set aside for Veteran-owned businesses, firms must be verified in the Department of Veterans Affairs, Vendor Information Pages (VIP) at https://vetbiz.va.gov/. The North American Industry Classification System (NAICS) code for this procurement is 621511, Medical Laboratories. REQUESTED INFORMATION If you are a potential interested vendor, please provide the following information: 1. Name of Firm 2. Address 3. SAM Unique Entity ID 4. Point of Contact (POC) and Email 5. Socio-economic Classification for NAICS 621511 6. Identification of any Federal Supply Service (FSS) or Government Services Administration (GSA) Contract 7. A Statement of capability to deliver the services listed above, including a list of existing federal contracts for similar services, if available. 8. Statement whether subcontracting would be used to provide services. Note: The capability statement request is not a Request for Quotations, Request for Proposals, or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting information regarding your company's ability to provide the services listed above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. The capabilities will used to determine if the acquisition will be set-aside for small business or if it will be an unrestricted procurement (all business size). Other than small businesses (i.e., large businesses) are requested to respond to this notice in the event the market does not indicate enough small business interest to support a set-aside. This posting is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited.
