- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Satellite and Information Acquisition Division (SIAD) intends to award a sole source purchase order to Parsons Government Services Inc. for the procurement of extended hardware and software Silver Warranties to support seven (7) preexisting NOAA Jason Ground System (NJGS) Programmable Telemetry Processor (PTP) systems.� The purchase order shall include a 12-month base period of performance and four (4) 12-month option periods of performance. The seven (7) NJGS PTP systems supports NOAA�s Jason-3 satellite, which provide precise sea surface height measurements for determining global sea-level rise, ocean currents, and upper ocean heat content.� NJGS PTP systems are mission critical equipment necessary for data ingestion and distribution of Jason-3 satellite telemetry. The procurement of extended Silver Warranties for the NJGS PTP systems will sustain uninterrupted operations and maintenance service including direct technical and operational telephone support for hardware and software issues for the covered systems, obtain replacement parts and provide vendor support on break/fix issues that extend beyond the capabilities of on-site NOAA staff capabilities. Item Specifications:� Seven (7) Annual Extended PTP Hardware and Software Silver Warranty. Hardware warranty and annual Silver software service renewal, direct technical and operational telephone support for hardware and software issues, Monday through Friday, 8AM to 5PM EST. Parsons Government Services Inc. is the manufacturer of the NJGS PTP systems and is responsible for all hardware and software. �Parsons Government Services Inc. is the exclusive owner of PTP hardware and software designs.� Parsons Government Services Inc. does not utilize resellers or third parties to market, sell, or support its products.� As such, only Parsons Government Services Inc. is qualified to provide hardware maintenance, break/fix, and replacement support and provide software troubleshooting, modification, and upgrade support.� The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.� This is for procurement of commercial services in accordance with Simplified Acquisition Procedures.� The North American Industry Classification Code (NAICS) for this acquisition is 541519 Other Computer Related Services with a business size standard of $34 million.� This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website.� The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� However, in accordance with FAR 5.102, any interested party that believes it is capable of meeting the requirements a firm may request an electronic copy of the solicitation from the Contract Specialist, jane.bu@noaa.gov.� All responsible sources may submit a Capability Statement, which may be considered by the agency if received on or before 5:00 PM EST on April 19, 2024.� The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
