Description
GLAAS 101 and 102 SERVICE PROVIDER Statement of Work BACKGROUND The USAID/West Africa Mission office is based in Accra, Ghana and conducts its activities within the West Africa sub-region. Global Acquisition and Assistance System (GLAAS) is an initiative by the United States Agency for International Development (USAID) that supports the Agency�s Acquisition and Assistance (A&A) management life cycle. GLAAS provides support for end-to-end A&A business processes performed by a wide variety of agency staff, from the development of the requisition, solicitation or funding opportunity, award, and award closeout. Therefore, the Mission requires the services of a firm who can provide GLAAS 101 and 102 training to about 35 first-time learners and to help sharpen the proficiency of other staff. OBJECTIVE The objective of this contract is to obtain services of a firm who can provide experienced and qualified GLAAS training instructors to help Mission staff acquire GLAAS 101(Requestor) and 102 (Buyer and PM) knowledge and skills. APPLICABLE DOCUMENTS The contractor (hereafter called �GLAAS Training Service Provider - GTSP�) shall provide experienced and qualified instructor(s) to perform classroom instruction, focus group participation and enrollment of participants with GLAAS access after the training is completed in conformance with the instructions and guidance provided by the Mission, as appropriate, for the program under which this contract is awarded.� SCOPE OF WORK Under this contract, the instructor(s) assigned by the GTSP shall deliver GLAAS training to Mission personnel in two forms and in 2 groups: 1) GLAAS 101 which is training for new requesters and PMs; and 2) GLAAS 102 for new Buyers and� for 2 groups of 40 participants each for 10 working days. The GLAAS Training Service Provider will provide opportunity for participants to build skills and benefit from the insights of GLAAS requester and buyer roles.� The duration for the training program shall not exceed 10 working days comprising of 3 separate sessions, 2 days for Requester training, 2 days for Buyer training and 1 day for PM training for each group. GLAAS 101 (New Requesters and PMs) will be from Monday to Wednesday and GLAAS 102 (New Buyers) will be on Thursday and Friday. Training shall begin at 8:30 am and end at 4:00 pm daily. �� Qualification: The instructor(s) provided by the GTSP shall be knowledgeable of and adhere to the lesson materials/training modules on GLAAS provided through live lectures, global experts/trainers, unlimited access to course materials and enroll participants with access to the GLAAS system. The instructor(s) shall demonstrate experience in performing similar training. The instructor(s) shall demonstrate valid access to the Global Acquisition and Assistance System to enable access to participants. Travel: Preferably, the instructor(s) shall arrive at least a day before the start of the training and depart a day after the end of the training. The port of arrival shall be Kotoka International Airport, Accra Ghana. The training shall be delivered at the Africa Centre of Excellence, Horizon�Building�60 Liberation Road-Airport Accra, Ghana. CONTRACTOR & INSTRUCTOR�S RESPONSIBILITY Contractor is responsible for: Ensuring that the training complies with Agency policies related to GLAAS roles and training requirements. Facilitating new GLAAS user accounts and ensuring that all participants obtain the appropriate user access. Verifying the new user can successfully log into GLAAS. Providing experienced and qualified Instructor(s) or global experts in the Global Acquisition and Assistance system (GLAAS). Ensuring the training is hands-on where participants gain knowledge and skill through direct experience and practice. Ensuring instructor(s) prepare for and deliver the lessons as prescribed in the instructor guide, and as scheduled; and Evaluating instructor(s)� performance and taking corrective actions when requested by the USAID Point of Contact. Instructors assigned by the GTSP shall: Meet and communicate with the designated Point of Contact prior to and upon completion of courses to discuss participants performances and any other essential course information. Ensure that all audiovisual equipment is in proper working condition and instructional materials/aids are available to participants. Prepare for and deliver the course materials as prescribed in the Instructor Guide, including content, sequence, timing, audiovisual presentation, and instructional methodology. Administer, correct, and review quizzes, tests, and assignments as may be required for the training and maintain security over all teaching materials. Return all reusable course materials, for which the instructor has responsibility and report equipment damage, loss, or inoperability to the Mission Training Coordinator. Evaluate and treat participants fairly and equitably at all times. Provide a classroom environment conducive to learning during training. Provide instructor(s) assessment, participants assessment instrument, and voucher forms within seven days of completion of the class to the appropriate Mission Training Coordinator. Be responsible for assigned classroom activities during the course. The instructor shall determine which modules to teach.�� Be present the entire period of performance stated on the contract instructor�s purchase order. Failure to fulfill this requirement in its entirety will result in a deduction (equitable adjustment) to the purchase order.� PERIOD OF PERFORMANCE The period of performance is anticipated to be from �April 29, 2024, to May 10,2024. SUPERVISION The selected vendor will report to the Mission Point of Contact. NUMBER OF PARTICIPANTS Total participants shall not exceed 80 for both sessions. PAYMENT� The vendor shall be paid upon successful delivery of the service and acceptance by the USAID POC. Acceptance shall constitute full enrolment of all the applicants into GLAAS by the contractor. Payment shall be 30 working days after receipt of correct invoice.
