- THIS IS A PRESOLICITATION NOTICE.� THE FULL SOLICITATION PACKAGE WILL BE POSTED ON OR SOON AFTER MONDAY, APRIL 22nd, 2024. PROJECT NAME:� GAOA EL CAP REC AREA IMPROVEMENTS: CAMPGROUND AND DAY USE AREA Scope of Work: This contract is a continuation of the GAOA El Cap Recreation Area Improvements project. This phase of the project includes: Base Bid (Recreation Area and Road Improvements) Option Items (Campground and Dock Repairs). Major Work items in the Base Bid include site preparation and earthworks for one day use recreation area with timber shelter and concrete pad, visitor kiosk, pay station, gravel parking area, aggregate trail, signs, site furnishings, drainage improvements, installation of a vault toilet, and other miscellaneous work. Work also includes resurfacing improvements to the existing gravel loop road, removal of debris on and below the surface from former use as a logging camp, and the removal and remediation of areas with known invasive plant species. Option Items are for the construction of a 3-site campground and repairs to existing El Cap dock facility. The campground option item includes earthwork and site preparation for 3 camp sites (2 for cars/trucks and 1 for RV with no utility hook ups) and their associated parking. As well as, but not limited to vehicle barriers, landscape boulders, picnic tables, fire rings and marble seat stones. Dock repair option items includes El Cap floating dock, but not limited to piles, abutment, gangway, railings, mooring hardware, floats, and safety upgrades. This work also includes but is not limited to piling repair, concrete float repair, addressing dock floatation, installation of a passive cathodic protection system, installing non-slip surfaces, replacing various dock components/hardware, replacing concrete decking, installing composite curb in place of deteriorated timber curb, metal components cleaning and painting, safety ladder reattaching and improving the fender system. Unless stated otherwise, all materials identified for replacement or repair, shall be in kind. Location: El Capitan Recreation Area is located about 75 road miles north of Craig, Alaska on Prince of Wales Island at lat/long 56.161933, -133.320760. The site is typically accessed by road from Craig, Klawock, or Hollis, and includes long portions of gravel single lane road. Boat access is available via the adjacent USFS dock on site. Klawock, Thorne Bay, and Craig are the nearest full-service communities.
