Description
1. General This is a Sources Sought and is for informational/market research purposes only. This is not a request for proposal, quotation, or bid, nor a synopsis of a proposed action under FAR Subpart 5.2. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the Government can make informed business decisions and to inform potential future solicitations. We are seeking responses from both large and small business members of industry. The anticipated North American Industrial Classification Code (NAICS) for this requirement is:� 237990 � Other Heavy and Civil Engineering Construction.� The related small business size standard: �$45,000,000. Formal Sources Sought Response Due � 18 April 2024 at 3:00 pm PDT. 2. Contract Information The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to provide fire protection for the Dexter building at Lookout Point during the deep draw down periods.� The Dexter building is an administrative building at the Lookout Point Dam.� There is also a warehouse nearby and another building in the compound.� The buildings are not attached to the dam. 3. Capability Statements The Government is developing a plan to provide an alternate method to protect inhabitants from a potential fire during periods of low draw down of the reservoir.� During low draw down the water level is below the intake pipe for the station service water source supplying the fire sprinkler systems.� An alternative water source needs to be provided from 1 October to the end of February for an unknown number of years.� Solutions being considered include: Installation of a water-nitrogen fire suppression mist system into the building. Utilize the water in the unwatering system of the dam as a water source. Should the Government decide to go with taping the unwatering system, fire pumps and valves would be required to connect to the Dexter Fire Office building approximately 1,000 ft from the unwater system (located within the powerhouse).� It�s anticipated that this method would need to provide 1,100 GPM for 120 minutes. Install an extra pump in the unwatering section of the Lookout Dam. Add a fire pump and piping that draws from the sump. Keep the existing pumps off. Tap off the existing pump but change the operating controls. Replace one of the existing unwatering pumps if a new pump would help with sizing, controls, or other required features for this system. It would still need to the existing pumps job for unwatering when not in drawdown. We would be interested in any issues that you may with either of the proposed solutions with respect to code compliance and constructability.� 4. Project Background Lookout Point Dam is an earth-type dam on the Middle Fork Willamette River in Lane County, OR. Its reservoir is called Lookout Point Lake. The dam's primary purpose is flood control, with secondary purposes of power generation, recreation, and irrigation. 5. Provide the responses to the questions asked by the government in this Sources Sought Provide relevant and verifiable information on the Firm�s experience/capabilities as it pertains to the proposed work outlined above. 6.� Disclaimer and Important Notes This notice does not obligate the Government to award a contract. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses, a solicitation may be published in the Government point of entry (SAM.gov). All interested firms must be registered in the System for Award Management (SAM) and remain current for the duration of the contract to be eligible for award of a Government contract.
