- Presolicitation Notice The Bureau of Reclamation (BOR) requires a Site Assessment Report and a Site Restoration Plan for Potholes Supplemental Feed Route (PSFR) Dairy Parcel Restoration at Moses Lake, Washington State. This acquisition is 100% SET-ASIDE FOR SMALL BUSINESSES under the North American Industry Classification System (NAICS) 541620 - Environmental Consulting Services with a Small Business Size Standard of $19 Million. The product service code is B510 - Special Studies/analysis- Environmental Assessments. A few examples of the requirement for the Site Assessment Report - Existing native species inventory or desirable vegetation inventory (with general GIS location polygons) - Evaluation of herbivory patterns on the property - Evaluation of existing climate, topography, wetlands/riparian/upland locations, and other physical features and how they would influence a restoration effort. - Evaluation of necessary access to the property for replanting efforts A few examples of the requirement for the Site Restoration Plan - Expected equipment, techniques, activity locations, and timelines/schedules for all aspects of the restoration including mitigation of soil compaction and nutrient conditions, control of invasive weeds, encouragement of native plant growth, etc. - Proposed access planning to the different parts of the property, taking into account the seasonal varying surface water depths on the property (generally shallower in the spring and deeper in the fall) - Proposed diverse native and culturally significant vegetation plantings and/or seed mixes with locally derived genetics and their planting locations and schedule. - Outlining of irrigated vs. non-irrigated restoration options, along with pros and cons of each approach. Reclamation intends to award one firm-fixed-price contract. The anticipated date to issue the Request for Quote, 140R1724Q0037, (written) is approximately the second week in April 2024. The anticipated closing date is the fourth week in April 2024. The anticipated award date is the first week in May 2024, but all dates in this notice are subject to change. Prospective vendors must be registered in the System for Award Management (SAM) prior to the closing of the solicitation. Any amendments applicable to the solicitation will be posted at the same site. This product will be purchased in accordance with FAR Part 12 and FAR Part 13, simplified acquisition procedures apply. The Government will evaluate quotes based on factors listed in the solicitation.
