- Notice of Intent This is a Notice of Intent to SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION PROCEDURES (SAP) FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1)), NOT A REQUEST FOR PROPOSALS.� A request for a quotation document will not be issued and proposals will not be requested. The proposed simplified acquisition action is for a proposed award to Oregon Health & Science. The proposed award will allow the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS) to procure the Workplace Mental Health Training Support for Managers training product in support of the NESDIS Total Worker Health program. The training product is� a one-hour online training designed by occupational health psychology scientists and has been scientifically demonstrated to provide valuable training for organizational leaders and improve employee wellness. The training is the most scientifically-proven product in the industry and our preferred method. It will be the first ever type of training within our organization and is compatible with the organization�s learning management system.� Item Specification: One (1) OHSU # 3191-C � Workplace Mental Health Support Training for Leaders - source files - Acad Govt Nonprofit Mental Health Training License.� The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-03, February 23, 2024.� The associated North American Industry Classification System (NAICS) Code is 541720, Research and Development in the Social Sciences and Humanities. Interested vendors may identify their interests and capabilities to the requirement no later than 11:59 pm Eastern Standard Time (EST), April 23, 2023 by email only to Darrin.Pape@noaa.gov (NO PHONE CALLS). The Government will consider all responses, but a determination not to compete this action is solely under the discretion of the Government. This action is under the authority of 41 United States Code (U.S.C.) 253(c)(3)(B) as set forth in Federal Acquisition Regulation (FAR) 13.106-1(b) [Soliciting from a single source]. There is a reasonable basis to conclude that the highly specialized services are available from only one responsible source and no other services will satisfy agency requirements. Further, award of this requirement to a different source would result in an unacceptable delay in fulfilling the agency�s requirements.� The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS) intends to issue a sole source contract to 3181 SW Sam Jackson Park Road, Portland OR 97239-3011, Leslie Hammer, hammerl@oshu.edu , +1 503-494-8311. The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. Only one source or brand name is reasonably available as detailed below:� Oregon Health & Science is the only one source capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This is the only product that is capable and meets the needs for the organization. This particular brand name is essential to the requirement and our market research indicated that similar products do not meet or cannot be modified to meet agency needs. OHSU Innovates has created a unique training that is the first ever in the industry to be backed by 20 years of research data. The product is compatible with all of our learning management system needs and will be the first ever in the agency to deploy for supervisors. This training is a one-time purchase and can be used indefinitely across the agency and the only training product that has no major barriers for integration with DOC�s Commerce Learning Center (CLC) system. This action will be for a period of performance of 12 months starting from the date of award.
