- Description
- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for a pressur sensitive paint (PSP) measurement system.� The compliant material is available solely from Innovative Scientific Solutions, Inc. (ISSI), as the required support can only be purchased through ISSI.� The NAICS code is 541715 and the business size is 1000 employees. The proposed purchase order is being solicited on a limited source basis to ISSI.� The proposed action is for a high-end PSP system, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).� The basis for restricting competition is for the following reasons: ISSI is the only source of the required items, with no compatible material on the market.� The NSWCCD intends to award a firm fixed-price purchase order to Innovative Scientific Solutions, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 15 April 2024.� This notice of intent is NOT a request for competitive proposals.� However, all responses received by 11:59AM on 04/15/2023 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
