Description
THERE IS NO SOLICITATION AT THIS TIME. This request is for information only and does not constitute a request for proposals. Submission of any information in response to this market research is purely voluntary. The Government assumes no financial responsibility for any costs incurred associated to this request for capability information. The U. S. Department of Veterans Affairs (VA) desires to lease sufficient Rentable Square Footage (RSF) up to 23,400 real property space to yield up to 18,000 Net Usable Square Feet (NUSF) in the Montgomery County Area of PA. Purpose of the leased space is for a Community Based Outreach Clinic (CBOC), which will be used to provide medical, mental health, and specialty services to the local Veteran population. Space must be outside 100-year flood plain and must meet Level II security. The Department of Veterans Affairs will consider existing space that complies with all current building, seismic, and ADA code requirements. Additionally, the clinic location must be less than 30-minute travel time within the Montgomery County area, have easy accessibility by major thoroughfares or highway entrance and exits, 90 employee and visitor parking spaces to include handicap parking within 200 Feet of the buildings main entrance. Lease is to be fully serviced. A total lease term of up to fifteen (15) years with five (5) years being firm are sought for consideration. Delineated Area: North / East: County Line Road North / West: Route 202 South: Route 276 West: Route 309 SDVOSB and VOSB firms are invited to provide information to contribute to the market research for this project. SDVOSB and VOSB firms must be registered in the Veteran Small Business Certification site at https://veterans.certify.sba.gov and have the technical skills and financial capabilities necessary to perform the stated requirements. Only SDVOSB and VOSB firms are requested to submit a Capabilities Statement to VA for review. Capabilities Statement Will Include: 1. Company name, address, point of contact, phone number, Dunn & Bradstreet number, and e-mail address; 2. We encourage all small businesses and other interested parties to respond for market research purposes. 3. Evidence of SDVOSB or VOSB status through registration at https://veterans.certify.sba.gov. 4. Evidence of ability to offer under NAICS Code 531120 and listing in the System for Award Management (www.SAM.gov), including a copy of the representations and certifications made in that system; 5. A summary describing up to three (3) projects of similar size and scope completed in the past five (5) years that demonstrate your company s experience designing, constructing, and managing Federal leased facilities or health care facilities relevant to the project described above. (3-page limit); 6. Evidence of capability to obtain financing for a project of this size. 7. If desired, the company may also submit a narrative describing its capability. Although this notice focuses on SDVOSB and VOSB, we encourage all small businesses and other interested parties to respond for market research purposes. Expressions of Interest must include the following information: 1. Building name, address, and location of available space; or address and location, acreage, zoning of site to be developed. 2. Amount of offered space in Rentable Square Feet (RSF) and Net Usable Square Feet (NUSF). 3. Building or land ownership information, brokers or legal representatives must show written acknowledgement and permission to represent the property with legal document as verification. 4. Amount of total parking spots available on-site and are any ADA Handicap Accessible? The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space. Expressions of Interest must be submitted via email to the Point of Contact and by Response Date/Time/Zone listed in the Sources Sought Notice.
