THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Responses to this notice will be treated only as information for the Government to consider as part of their market research efforts. The information provided will be used by the Government in developing its acquisition strategy regarding possible set aside for Veteran Owned and other socio-economic categories of small business. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this notice. The North American Industry Classification System (NAICS) code for this requirement is 541990, All Other Professional, Scientific, and Technical Services, with an SBA Small Business Size Standard of $19.5 million. 1. Please identify any of your firm s existing contract vehicles (e.g., GSA federal supply schedules) which provide similar services as those described in the Statement of Work (attached). 2. Please provide all social-economic categories of your firm (e.g., SDVOSB, VOSB, WOSB, Large Business, 8a, etc.) as well as your firm s SAM Unique Entity ID number (replaces DUNS number) and Government Contract POC. All questions and responses must be submitted via email, no phone calls will be accepted. Please note Black Hills Fire Sprinkler Inspection/Replacement in the subject line of your response. See attached draft Statement of Work for details of the requirement. Statement of Work Project: Fire Sprinkler Testing GENERAL INFORMATION Scope of Work: Provide Fire Sprinkler head replacement and testing. 2.0 Background: QRS Fire Sprinklers are required to be replaced or tested every 20 years Current installed fire sprinkler heads are generally dated for 2001. NFPA 25 Standard for the Inspection, Testing and Maintenance of Water-Based Fire Protection Systems 2023 edition. There are 4 areas to be considered, A-section, F-Section, E-Section and G-Section. A-section 160 QR Heads = 4 F-Section 84 QR Heads = 4 E-Section 159 QR Heads = 4 G-Section 159 QR Heads = 4 C-Section 73 QR Heads = 4 Total number of heads needing tested.: 20 QR Heads Provide required heads for spare head box. CONTRACTOR REQUIREMENTS 3.0 Technical Requirements/Tasks: Evaluate, remove and replace heads to be tested in accordance with current NFPA standards and the VA Fire Protection Design manual. o Contractor shall be responsible for verifying and shutting down the required fire sprinkler lines to complete task. ü Cost of replacement fire sprinkler heads of equal protection shall be included. ü Contractor shall verify there are no leaks to sprinkler heads replaced after replacement. o Testing shall be completed by sections as each represents a smoke zone and considered individually. o A detailed report will be provided to the facility Fire Chief. The report should clearly identify pass/fail criteria and detailed result of failed components along with corrective action recommendations if necessary. 4.0 Government Furnished: Will provide access to areas through escort. 5.0 Travel: Work will be done at 113 Comanche Road, Fort Meade, South Dakota, 57741. Building 148. 6.0 Contractor s Key Personnel: Contractor shall provide personnel experienced and capable of understand control valves and fire sprinkler replacement skills. 7.0 Security Requirements: Will need to watch a short video and obtain a contractor s badge.
