- Description
- U.S. Army Contracting Command - New Jersey (ACC-NJ); Maneuver Ammunition Division (CCNJ-MC) , on behalf of Joint Program Executive Office, Armaments and Ammunition (JPEO A&A), Office of the Project Manager Maneuver Ammunition Systems (PM-MAS), Intends to solicit, negotiate and award a new, five year, single award requirements contract to General Dynamics and Tactical Systems (GD-OTS), St. Petersburg, FL. Under the authority FAR Part 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� This will be a follow-on production contract to W15QKN-18- D-0020 and will support Foreign Military Sales (FMS) requirements. Contract award is anticipated in third quarter, Fiscal Year (FY) 2025, and the period of performance will�be from the award date through 2030. The resultant contract will allow for Firm-Fixed-Price (FFP) Delivery Orders to be issued for the 120mm Insensitive Munition, High Explosive with Tracer (IM HE-T) Cartridge. The IM HE-T Cartridge provides United States allies and strategic partners with an improved infantry support capability. The IM HE-T is a full bore HE warhead with a Multi-Purpose capability against a target set that includes bunkers, reinforced concrete walls, Military Operations on Urban Terrain (MOUT) targets, light armor, and personnel. The two-mode hand-settable fuze allows the tank commander to select a Point Detonating (PD) function for maximum fragmentation/blast, or a delay function for detonation after target penetration.� At a minimum, the cartridge is to be compatible with the M1A1 Abrams tank, equipped with a smooth bore M256 cannon. The cartridge shall have a minimum range of no less than 7,000 meters (m) with an accuracy of no less than 0.4 milliradians at 2,000m and have a dual safe, impact triggered fuze with two modes, PD and delay function. The IM HE-T is needed to provide a rapid response multi-purpose capability cartridge for the Abrams fleet. Please note this notice does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the U.S. Government. �Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award. This is a pre-solicitation notice and the Government anticipates a formal solicitation will be issued on or about 24 April 2024. �All information is to be furnished at no obligation to the Government.
