This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Government does not intend to make an award based on responses to this inquiry. This Sources Sought is only for the purpose of identifying potential sources as part of USDA ARS market research. As part of its market research, USDA ARS is issuing this Sources Sought to determine if there exist an adequate number of qualified interested contractors capable of providing the requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Small Businesses; HUBZone small business; service-disabled, veteran-owned small business; 8(a) small business; veteran-owned small business; woman-owned small business; or small disadvantaged businesses. Background:� The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is searching for firms who can: Provide Controlled Environment Room Minimum Required Specifications for a Walk-in Environmental Control Chamber with Special Lights � Chamber external dimensions: within 5% of the available space of 108� W x 138� D x 126� H. � The internal space must be divided into two tiers with each tier at least 45'' tall. � There must be eight shelves with each measuring 30� D X 60� W � Light fixtures and controllers must provide multi-channel lights with spectra chosen from the following wavelengths/wavebands: blue, red, far-red, and white each with at least 200 PPFD at 18� working distance. � Note that the combinational features of the growth space and the light requirements are Critical as we need this chamber to grow (Min) 70 peanut plants to maturity under the treatment light conditions. � The total light intensity must reach at least 900 ?moles/m�/sec at 18� � The lights must be integrated into the chamber controls. � Require temperature control within the range of 10-35 �C The Contractor Shall: provide all labor, materials, equipment, and transportation to provide services. Capability Statement: All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Businesses that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer.� Capability statements shall include the name and telephone of a point of contact having authority and knowledge to discuss their response. The capability statement should include Demonstration that they are able to meet or exceed all of the Requirements Business Size and type At least three previous projects that are similar to this requirement. inlcude Contract type, delivery method, duration etc. any other information considered relevant to this program. The government requests that no proprietary, classified, confidential, or sensitive information should be included in the response.� Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work.� Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� After review of the responses received, a Combined Synopsis solicitation notice may be published on beta.sam.gov.
