- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. The solicitation number stated above, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, effective October 26, 2018. The Solicitation number is 6923G224Q000007 and is issued as a request for quotation (RFQ). The combined synopsis/solicitation will result in a fixed price purchase order. The United States Merchant Marine Academy (USMMA) at Kings Point, New York is soliciting for the services of a qualified organization capable of performing Graduation Set-Up and Tear Down for our 2024 Graduation. The Contractor shall provide all tools, labor, equipment, transportation and supervision necessary for the set-up and tear down for our 2024 Graduation which is being held at the U.S. Merchant Marine Academy Kings Point, NY 11024. This is a Request for Quotation which will result in Firm Fixed Price (FFP) Purchase Order for a base, plus one (1)-year option period (dates to be determined at a later date). The period of performance is from Wednesday, June 12, 2024 through Tuesday, June 25, 2024. Set-up must be completed by Wednesday, June 19, 2024.� A practice/walkthrough will occur on Thursday, June 20, 2024 prior to commencement; therefore it is crucial that the set-up is completed by Wednesday prior (lighting and sound may be agreed to be completed closer to commencement due to weather, cost and logistics requirements-to be agreed to by the Government and Contractor prior to initiation of set-up).� Graduation weekend events are scheduled for Thursday, June 20, 2024 through Saturday, June 22, 2024.� Graduation Commencement Ceremony will occur at 0900 on Saturday, June 22, 2024. Removal of all equipment shall be completed by Tuesday, June 25, 2024. See Attached Request for Quotation (RFQ) and Statement of Work (SOW). This requirement is a total set-aside for small business. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-06 Notice of Total Small Business Set-Aside which applies to this solicitation). The associated North American Industrial Classification System (NAICS) code for this procurement is 532490 with a small business size standard of 35.0 Million. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USMMA will provide no hard copies. The solicitation, consisting of various documents, specifications, forms, and drawings will only be available for download at no charge at the Contract Opportunities (formerly known as Federal Business Opportunities (FBO) website)https://sam.gov/content/opportunities . BASIS FOR AWARD- A Single Firm Fixed Price Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the combined Synopsis/Solicitation, offers the lowest price technically acceptable (LPTA). For purpose of Technical Acceptability, the Government will evaluate offers for award purposes based on an acceptable/unacceptable basis to determine if the Quoter�s meet the requirements described in the Statement of Work. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. To be awarded this contract, prospective contractors must complete electronic annual representations and certifications and shall be registered in the System for Award Management(SAM) database at http://www.sam.gov . �If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. Offerors are advised that they are responsible for obtaining ALL proposal documents and acknowledging any amendments, and should re-visit the�Contract Opportunities�website (https://sam.gov/content/opportunities )�periodically to check for any modifications to this notice, updates, or amendments without further notice from the USMMA. CLAUSES: 52.217-9� Option to Extend the Term of the Contract (Mar 2000) . (a)� The Government may extend the term of this contract by written notice to the Contractor within 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. � (b)� If the Government exercises this option, the extended contract shall be considered to include this option clause. � (c)� The total duration of this contract, including the exercise of any options under this clause, shall not exceed two (2) years. SITE VISIT: Site Visit will be held on Monday, April 8, 2024 @ 10:00 EST at Tombs Field located at the U.S. Merchant Marine Academy Kings Point, NY 11024. Site Visit is not mandatory but, is highly recommended. TERMS OF DELIVERY- Delivery shall be FOB Destination Delivery and acceptance of deliverables shall be FOB DESTINATION at the following location: U.S. Merchant Marine Academy (USMMA) Department of Maintenance and Repair 300 Steamboat Road Kings Point, NY 11024-1699 APPLICABLE SERVICE CONTRACT ACT WAGE DETERMINATION: The Service Contract Act Wage Determination applicable to this requirement is available online at the following address: https://beta.sam.gov/ INVOICE SUBMISSION INSTRUCTIONS - The Contractor may submit invoices in electronic format. (1) Electronic invoices shall be uploaded to https://einvoice.esc.gov/index.html . Electronic Invoice and supporting documentation shall be in Adobe Acrobat (PDF) format and shall conform to the following criteria or be subject to rejection: (i) Name and address of the contractor. (ii) Invoice date and invoice number. (Date invoices as close as possible to the date of mailing or transmission.) (iii) Contract number or other authorization for supplies delivered or services performed (including order number and contract line item number). (iv) Description, quantity, unit of measure, unit price and extended price of supplies delivered or services performed. Bill of lading number and weight of shipment will be shown for shipments on Government bills of lading.
