- Notice of Intent to Issue a Single Source Contract to the National Marine Sanctuary Foundation (NMSF) to identify what the thresholds of Dimethylsulfide (DMS) concentrations can inform the predictability and presence of North Atlantic Right Whales (NARW) prototype detection, and mitigation technologies. This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the government�s intent to issue a single source contract to The National Marine Sanctuary Foundation, 8455 Colesville RD STE 1275 Silver Spring, MD 20910-3315, using the procedures in FAR Subpart 13.5 in accordance with 41 ISC 1901. BOEM has a requirement for the following: � Demonstrate the real-time shipboard/autonomous measurements of DMS at relevant temporal and spatial scales. � Correlate DMS values with concurrent observations of Calanus and MARW abundance and combine results with remote sensing capabilities to predict occurrence. � Identify the DMS thresholds that predict right whale occupancy of CCBCH. � Help to develop satellite capability to remotely sense and identify DMS. The National Marine Sanctuary Foundation (NMSF) and their scientists are uniquely qualified to conduct Dimethylsulfide (DMS) studies due to their proprietary detection system specifically developed for DMS detection. NMSF has monitored, analyzed, and developed relationships with both industry and government agencies while working to identify DMS and the impacts to the ocean environment. The resources NMSF has developed is critical to the success of the DMS study BOEM is conducting. The anticipated period of performance is three years from date of award. The place of performance is the contractor�s facility. PLEASE NOTE: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of meeting the requirement may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting officer by 4:00 pm, Eastern Standard Time 01 May 2024. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
