Description
Space Systems Command�s (SSC�s) Evolved Strategic Satellite Communications (SATCOM) (ESS) Program Office is currently conducting market research for the following effort: a Radio Frequency (RF) Terminal with Advanced Tracking and Command and Control Capabilities. The purpose of this announcement is to release a Request for Information (RFI) to industry regarding current products, capabilities, and other market research information. This RFI is issued solely for information, planning, and market research purposes. It does not constitute a formal solicitation (RFP) or a promise to issue a solicitation in the future. The Government will not reimburse costs associated with effort to respond to this request. Respondents are solely responsible for all expenses associated with responding to this RFI. PURPOSE: �The purpose of this RFI is to gather information on commercial industry RF terminals with advanced capabilities that can support ESS satellite command and control and track multiple orbit types. The information gathered from this RFI will be used to inform the acquisition strategy for a future procurement. OBJECTIVE: The focus of this RFI is to collect Command and Control (C2) Terminal options for the ESS program office. The ESS program will acquire an Extremely High Frequency (EHF) satellite communications (SATCOM) system to provide worldwide coverage, including polar, supporting protected, secure, and survivable communications capabilities that will be leveraged for critical networks supporting strategic operations necessary for Department of Defense users such as, the President of the United States (US), Secretary of Defense, Chairman of the Joint Chiefs of Staff, the National Military Command Authority, and US Strategic Command.� The ESS program is required to deliver a ground segment in support of the Nuclear Command, Control, and Communications (NC3) mission that is resilient, flexible, cyber-secure, and encompasses a Modular Open Systems Architecture (MOSA) design. �The ESS architecture will remain compatible with existing eXtended Data Rate (XDR) strategic user terminals. INSTRUCTIONS: Interested offerors are invited fill out the attached questionnaire and submit a white paper that addresses and provides additional supporting details�for the areas in the questionnaire. The questionnaire attachment responses should be limited to 200 words with any additional detail included in the white paper. The RFI response deadline is 21 June 2024 at 1700 PDT.� Follow the instructions indicated in this announcement to submit responses to the POCs in Section 8.� The Government may schedule individual sessions with RFI respondents for additional information. Please follow this announcement for any additional updates to this effort. White papers must conform to the following specifications: Microsoft Word file or Portable Document Format (PDF), not to exceed 10 pages (not including a cover page) and not exceeding 10 MB in size. Use single spaced 8.5"" x 11"" pages with 1"" margins and 11 size font. Include a non-proprietary one-page cover sheet that identifies this RFI number and title, name of your firm/organization, and your technical and administrative Points of Contact (POCs) - including names, titles, postal address, phone and fax numbers, email addresses, and CAGE code (if applicable). Self-contained responses only (i.e., no �link to further details� or additional attachments allowed). The Government is not interested in receiving company literature already publicly available or general marketing materials in response to this RFI. Please do not submit them. Significant claims or reports of success must be justified with specific citations, and/or references in the white paper. Submit responses to the contacts at the bottom of this RFI with the email subject �ESS C2 CPT RF Terminal: [Organization Name]� SECURITY: Unclassified responses should be properly marked if they contain CUI and/or Proprietary information. Classified responses should be appropriately marked and coordinated with the POCs in Section 8 prior to submitting responses to said POCs. Respondents acknowledge that all materials and technical data provided to the Government as part of this RFI is authorized to be released or disclosed to covered Government support contractors as defined in DFARS 252.227-7015 unless specifically marked with further restriction. Respondents shall conspicuously and legibly mark the appropriate legend on all technical data that qualify for such markings in accordance with DFARS 252.227-7013. Respondents that include in their submissions data that they do not want disclosed to the public for any purpose, or used by the Government and its covered support contractors except for evaluation purposes, shall mark the title page with the following legend: This white paper includes data that shall not be disclosed outside the government and its covered support contractors and shall not be duplicated, used, or disclosed - in whole or in part - for any purpose other than to evaluate the white paper. Mark each sheet of data to be restricted with the following legend: Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this white paper.
