***Tentative dates for site visits added***� Title: NIOSH Facilities Operations and Maintenance Support This is a presolicitation notice for an acquisition that is being offered for competition limited to eligible 8(a) participants under the North American Industrial Classification System (NAICS) Code of 561210- Facilities Support Services with a small business size standard of $47M. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety & Health (NIOSH) is contemplating a single award for this requirement. The resulting contract will be a time and materials type contract with a period of performance of up to 60 months which includes a base period and six (6) subsequent option periods. The place of performance for this requirement is at the following NIOSH campuses: Pittsburgh, PA Spokane, WA Morgantown, WV Cincinatti, OH Site visits will be held prior to the solicitation closing date. The site visits will serve as an opportunity for vendors to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. Specific information regarding the site visits will be addressed in the solicitation. Any questions regarding the upcoming solicitation and site visits may be forwarded to the POCs listed in this notice.The tentative schedule for the site visits is as follows: May 14, 2024- Cincinatti, OH Site Visit- 10am EST May 16, 2024- Morgantown, WV Site Visit � 10am EST May 17, 2024- Pittsburgh, PA Site Visit- 10am EST May 21, 2024- Spokane, WA Site Visit- 10am PDT The solicitation Request for Proposal (RFP) is projected to be made available on the internet at www.sam.gov on or about April 30, 2024. CDC reserves the right to issue the solicitation before or after the projected solicitation date. Once the solicitation is available on Sam.Gov, it is anticipated to remain open for 30 days.� Requests for Proposals in hard copy form will not be available to interested parties. Telephone requests will not be honored. Interested parties are responsible for checking the website regularly for release of the RFP and for other procurement-related documents. The information provided in this pre-solicitation is for information purposes only. If there are any differences in the information provided here and the actual solicitation when released, the information provided in the actual solicitation shall govern. Background for the Acquisition: The National Institute for Occupational Safety and Health (NIOSH) requires services for facilities operations and maintenance (O&M). The NIOSH Office of Facilities Management currently operates laboratory facilities located in Pittsburgh, PA, Morgantown, WV, Cincinnati, OH and Spokane, WA. This O&M service was initially issued under a contract in support of the Pittsburgh, PA campus in 1980 however, it has since been expanded to include the campuses in Morgantown, WV, Cincinnati, OH and Spokane, Washington. This requirement is for a qualified contractor to perform facilities and physical plant operations, maintenance, repair, and select support services for multiple NIOSH sites, including all buildings, utilities, roadways, and grounds that make-up the referenced CDC/NIOSH facilities in order to maintain continuous facility operations. It is important to note that critical scientific research may be ongoing, 24-hours a day, within areas of the facilities, and timely responsiveness of the Contractor to maintenance and operational problems is crucial in order to maintain the proper environment for this research. Inability to respond quickly to problems and to take appropriate corrective measures could result in the loss of extremely valuable research. General Scope of Work: The O&M requirements contemplated for this this acquisition is for a qualified contractor to perform facilities and physical plant operations, maintenance, repair, and select support services for multiple NIOSH sites, including all buildings, utilities, roadways, and grounds that make-up the referenced CDC/NIOSH facilities in order to maintain continuous facility operations.� The Contractor shall estimate and propose level of effort to provide all the necessary manpower, supervision, tools, equipment (other than Government furnished), supplies, and materials required for the complete maintenance and operation of the facilities located on the CDC/NIOSH-owned properties. The Contractor shall be responsible for performing facilities maintenance, operations,� and repair including the primary functions and sub-functions of related to maintenance, repair, inspection, testing of all physical plant equipment and systems, fire protection systems, buildings and grounds, motor vehicles, structural, electrical, heating, ventilating and air conditioning, and all utility equipment systems (including exterior overhead and underground utility equipment and systems) to the point of local utility company responsibility.� The Contractor shall perform all related services necessary to carry out the provisions of this contract, including quality control, financial control, maintenance of accurate and complete records, files, and libraries of documents to include federal, state, and local regulations, codes, laws, technical manuals, and manufacturers� instructions and recommendations.� The Contractor shall prepare and provide required reports, compile historical data, perform administrative work, and submit necessary information as specified in this contract.� Such functions are in direct support of the research mission of CDC/NIOSH. It is desired, but not required, that the contractor maintain an ISO-9001 Certificate of Registration. Review of this Certificate by an ANSI-ASQ National Accreditation Board (ANAB) shall be conducted every two years and presented to the Government.
