Description
1. The purpose of this email is to identify Service Disabled Veterans Small business (SDVOSB) , Veteran Owned Small Business (VOSB), and any other small business socio economic status who are active in System for Award Management (SAM) https://www.sam.gov/ and if SDVOSB/VOSB must be certified in the Veterans Business ( VETCERT) Veteran Small Business Certification (sba.gov) In an effort to address Veterans Affairs (VA) mission requirements, VA Office of Business Oversight (OBO) Program Integrity Office (PIO) has a requirement for the use of an existing, real-time or near real-time, searchable, web-based database of public and financial information and healthcare data to aid PIO staff in identifying potential fraud perpetrators against Veterans and the Department of Veterans Affairs. The service will provide data to assist in locating people and businesses, determining relationships, both financial and personal, and verifying credentials. As the lead on the Department s Seek to Prevent Fraud, Waste, and Abuse Initiative (FWA), the OBO PIO works with designated offices within the Administrations to: (1) coordinate FWA prevention, detection, and remediation efforts, (2) complete data-driven projects to detect and quantify FWA; and (3) coordinate the completion of intradepartmental fraud risk assessment activities as required by the Payment Integrity Information Act of 2019. In carrying out department responsibilities, PIO staff identify and research suspicious indicators of fraud in Veterans benefits and healthcare activities. PIO requires web-based investigative tools that provide real-time or near real-time access to public records to assist in its research and identifying, preventing, and investigating fraud in VA programs. 2. The vendor will provide all services, equipment, personnel, technical expertise, facilities and supervision to provide a web-based Public Records Database subscription Service for 20 users. Under NAIC code 519290 Web Search Portals and All Other Information Services would be most appropriate for this RFI/ Sources Sought inquiry. 3. This request is for planning purposes only, and does not constitute a Request for Proposal, a Solicitation, a Request for Quote or, an indication that the Government will award a contract for the items contained in this RFI. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. 4. Respondents should identify their company name, address, email, telephone number and a name and telephone number of a point of contact having the authority and knowledge to clarify responses with government representatives.  Please provide capability statements that relates to the scope of work and the task that VA expects to accomplish. 5. Submissions are due NO LATER THAN Wednesday, April 26, 2024 10:00am ET. The VA is only interested in locating sources that meet the above criteria. This RFI notice is part of the Government's Market Research, a continuous process for obtaining the latest information from industry, with respect to their current and near-term abilities under NAIC code 519290 Web Search Portals and All Other Information Services . 6. SCOPE OF WORK At a minimum, Contractor s Public Records Database Subscription Services shall provide the PIO with the following components, for 20 users, with an already established online database/system: 1. Searchable Public Records Database with features that include: Comprehensive, customizable reports for individuals and businesses that may be downloaded for use outside of the online database/system Analysis tools to facilitate cross referencing of data Real-time or near real-time data Contractor provided technical assistance and support, operating at a minimum Monday through Friday between 8:00 AM and 3:00 PM Central Time, excluding Federally observed holidays Public records should be searchable at the minimum by: Individual Name Business Name Social Security Number Tax ID Number National Provider Identifier (NPI) Date of Birth Business Information Phone Number Property Location Property Phonetic, partial information, and similar sounding name searches Public Records should include at the minimum: Records of individuals and businesses, including cross-referencing of data Court Records to include criminal and civil court records Criminal records to include arrest and incarceration records Marriage and Divorce Records Death Records County, Local Municipality Records including utility and property records State Records Motor Vehicle Registration Records Driver s license information Professional and commercial license information Healthcare provider information, including license and registration records, NPI information, and health care sanction information Telephone number and cross-referencing data including cell phone data Information on sources of presented data to assist PIO staff in assessing data Information from the Web, such as social networking sites, news, and blogs Credit reporting agencies Dashboard presentation of research results, including address mapping and data linkage and analysis Alerting capability for changes in key information
