The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov . Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on www.fbo.gov without registering. The Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List and a Watchlist where you can add your company�s interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated on/about May 6, 2024 This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. The NAICS Code for this requirement is 237310 with a size standard of $45 million. Description: This project will restore the bridge approach to the Lincoln Memorial Bridge and its associated features, to include the underlying structural elements and the exterior elements such as walls, landings, ornamental pillars, flag plaza, staircases, landscape beds, railings, and sidewalks, and improve safety and accessibility to visitors and employees while preserving the historic resource. The bridge approach, engraved pylons, viewing terrace and flag plaza are a concrete and brick structure with decorative granite facing and paving stones. Water infiltration has caused deterioration of the underlying masonry walls, stone anchors, and paving systems, destabilizing the granite stones. Prior to this project, these granite stones have been removed and relocated to a temporary storage location within George Rogers Clark National Historical Park. This project will include the removal of the remaining portions of deteriorated brick substructure, cleaning and repairing the granite stones, restoring or replacing the underlying structure of the bridge approach and all related elements, and reinstalling all the granite stones with new substructure and anchoring. This project will include rehabilitation of all stone clad bridge approach features and installation of all stones in their original locations at the bridge approach walls, engraved pylons, viewing terrace, flag plaza, stairways, balusters, and bridge fa�ade. This project will also include the reinstallation of the flagpole and its base in the flag plaza and rehabilitation and replanting of the bridge plaza planters and the planting beds adjacent to the bridge approach to reinstate the original 1930 planting plans. The exposed aggregate sidewalks and paving leading up to and surrounding the bridge approach will be removed and replaced to comply with an OSHA citation and to meet accessibility requirements. Estimated Price Range: Between $5,000,000 and $10,000,000 Estimated Period of Performance: 545 calendar days Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents A pre-proposal meeting may be posted and date/location will be noted in the solicitation or a forthcoming amendment. This procurement will be competed via total small business set aside. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered.
