- Questions and Responds for Gurney Van Transport Could you please verify whether the references to ""ambulance"" on pages 50, 53, 54, and 69 pertain specifically to gurney transportation? ANSWER: Yes, the references pertain to Gurney Van Transportation only. Regarding bid submission, could you confirm if it is necessary 5 separate PDF files/attachments, as outlined on pages 109 and 110? Additionally, is SF 1449 solely required as part of File #2: Price/Cost Schedule, or is it mandatory for all 5 files? ANSWER: Yes, per section E of the solicitation all contractors shall submit files 1-5 if not then the offer will be considered not complete and not acceptable. In reference to Page 56, Contractor Responsibilities, could you clarify whether U.S. Citizenship is a requirement, or if it extends to legal permanent residency and other forms of legal employment authorization? ANSWER: Per the SOW The contractor shall pre-screen all personnel requiring VA access to ensure they maintain a U.S. citizenship and are able to read, write, speak, and understand the English language. Can you please identify how many trips will be requested under this RFP? It is extremely hard for us to accurately quote by strictly mileage. Typically STR transports are priced as: Base rate (load fee) + mileage rate this method will enable both the contractor and the VA/taxpayers to achieve a mutually beneficial rate structure without any guessing, as gurney trips are much more labor intensive and timely to load individuals into STR vehicles. If you have any insight into the number of trips that would be helpful. ANSWER: Trips within 20-mile radius of pickup will be billed at the base rate (per trip). Gurney van Transport Base Rate (base rate to include first 20 miles) One-way trip is equivalent to one each for the unit of issue. Trips beyond 20-mile radius of pickup will be billed at the base rate plus additional miles beyond 20 (per mile). Mileage Trip Outside the Base Rate (Per mile over 20-mile radius of pickup location). We believe CLINS 0001... refers to TRPS, not miles. Therefore, it would be a base rate, not a mileage rate. Additionally, it is unclear if unloaded miles are paid or only those miles during which a client is in the vehicle. ANSWER: Yes, CLIN 0001 should be trips, it has been corrected. Unloaded miles are not to be billed. The government shall only be billed mileage for when the patient is in being transported in the vehicle.
