- Sources Sought Notice THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal. There will not be a solicitation issued at this time. The Department of Veterans Affairs, Edith Nourse Rogers Memorial Veterans Hospital, 200 Springs Rd. Bedford, MA, 01730 has a requirement for professional architectural and engineering (A/E) services necessary to develop a complete detailed systems analysis report with recommendations for future replacement of the existing steam and hydronic heating system in Buildings 78 and 78A and to identify immediate repair/replacement of components that pose imminent safety concerns. Please review the attached SOW for additional information and requirements. The applicable NAICS codes are 541330 engineering services with a size standard of $25.5 million. This notice is published to conduct market research to determine if there is a sufficient number of certified Service-Disabled Veteran Owned Small Businesses (SDVOSB) capable of performing the requirements to warrant a solicitation set-aside. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database. Registration may be accomplished at http://www.vip.vetbiz.gov/. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) Company name and address, point of contact with phone number, and DUNS/UEI number. (2) Capability statement and documentation relating to performance professional architectural and engineering (A/E) services (3) Letter of intent to submit a proposal in response to a solicitation for this project. (4) Proof of registration in the VA Vet Biz website or intention of registration prior to submission of offers to a solicitation. The response date to this Sources Sought notice is May 15, 2024, at 4:00 pm. This market research is for informational and planning purposes only to determine if a SDVOSB set-aside is appropriate. The Government will not pay any costs for responses submitted. Electronic submissions are acceptable via email sent to Anthony.prou@va.gov, all responses shall be titled 36C24124Q0484 Bldg. #78 Hydronic System Analysis & Replacement in the subject.
