- THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 ""SYNOPSES OF PROPOSED CONTRACT ACTIONS"" The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed-price supplies procurement for�Twelve (12) complete Bulkhead Seal Kits for Essayons Vulkan Carbon Fiber Shafts. Provide Twelve (12) complete bulkhead seal kits Part Number 7061911006.� Two seal kits are required for each shaft.� There are Four (4) shafts installed.� Twelve seal kits will provide enough seals for a full shipset of replacement and Two (2) full seal sets for critical spares. Background: Dredge Essayons uses proprietary carbon fiber shafts that connect the propulsion and dredge generator engines to their respective driven equipment. These shafts pass through a watertight bulkhead and use bulkhead seals required by US Coast Guard. Two of these seals have suffered failure in one or more sections and the others are worn requiring replacement. These units have been in service since 2013. These proprietary components are provided by American VULKAN Corporation. Supplies: This acquisition is to provide mission critical bulkhead seals to keep the Essayons at full mission capability. Justification: The existing bulkhead seals are in need of replacement. Proprietary bulkhead seals required for installation and restoration of the system. Impact: These seals are required to prevent progressive flooding of the Engine Room and/or Generator Room should either compartment become compromised. Alternatives: Currently there is no alternative. Final inspection and acceptance will be completed at the USACE District Warehouse located at 8010 NW St Helens Rd, Portland OR, 97210.
