- NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE CONTRACT-- THIS IS NOT A REQUEST FOR QUOTE Project Title: Chad MX-15 Sensor Training The Air Force Security Assistance Training Squadron (AFSAT) � 338th Enterprise Sourcing Squadron (ESS), JBSA-Randolph, Texas 78150-4302, intends to award a firm-fixed price purchase order contract on a sole source basis to L3HARRIS (Cage Code: 3A5S4) under the authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements. North American Industry Classification System Code (NAICS) 488190 (Other Support Activities for Air Transportation) with a size standard of $40M is determined to be the most appropriate for this acquisition. The anticipated Period of Performance will be 15 Jun 24 � 30 Sep 24 and it is expected that OCONUS training will take place in Chad. The anticipated sole source award to L3HARRIS (Cage Code: 3A5S4) will provide development and sustainment of the Chadian Air Force and their MX-15 Sensor maintenance operations. Under the anticipated contract, L3HARRIS will provide the following: 5-day MX-15 Sensor Operational Organizational Maintenance Course intended for personnel who will be operating and maintaining L-3 Wescam MX-Series EO/IR imaging systems. Designed to provide a complete training experience, this course combines classroom lecture, practical exercises, and on-platform training to ensure operators possess the applicable knowledge and skill to successfully operate the MX-Series turrets in over a vast array of mission scenarios. A 3-day MX-15 Sensor Operational Organizational Maintenance Course designed to provide a complete training experience, combining classroom lecture and practical exercises to ensure operators possess the applicable knowledge and skill to successfully operate and maintain the MX series turrets in a vast array of missions. The course is based around several mission scenarios that will teach the operator how to plan their mission and in doing so will determine the appropriate system setup, sensor selection, steering mode and mission logistics. Scenarios are also used to simulate real life maintenance and troubleshooting situations. Maintenance tasks will be performed at the Organizational level. A 3-day MX-15 Sensor Customized Advance Operator Course designed for experienced WESCAM MX Series system operators. This course builds on the fundamental knowledge and experience developed in the Operator and Organizational Maintenance course and operator mission experience, focusing on using the MX-systems in real life mission scenarios. The course examines proper sensor selection and optimization, steering mode selection, and steering transitions based on changing mission scenarios. This course uses a combination of classroom-based workshops and the L3HARRIS WESCAM simulator (MX-Sim) designed to closely match specific operational and mission scenarios. L3HARRIS will also provide a Field Service Representative to support training. The requirement is for original equipment manufacturer L3HARRIS Wescam MX-15 training and the maintenance manuals for these systems are proprietary to L3HARRIS. This training will support Chadian Air Force maintenance technicians. This notice of intent is NOT a request for competitive proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the government. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the government, would not be cost or time prohibitive, and shall also include the following: a. Description that the interested party can provide MX-15 sensor training to the Chadian Air Force. b. Description of what services the interested party would perform and what services would need to be subcontracted. c. Business size of interested party: Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 488190. To be considered by the government, interested parties must deliver their intent and capabilities to satisfy the government's requirement via email to the Point of Contacts identified below no later than 12:00 PM, Central Daylight Time (CDT) on 17 May 2024.
