- PROJECT INFORMATION Defense Commissary Agency is seeking businesses that are interested in and capable of performing Architectural and Engineering (A-E) services for various projects under the Engineering Directorate (CCN) of the Defense Commissary Agency. These projects will be situated at Department of Defense (DoD) sites throughout the contiguous United States (CONUS) and its territories, including Alaska, Hawaii, Puerto Rico, and Guam. Moreover, they will extend to DoD locations beyond the Continental United States (OCONUS), spanning regions such as Europe (Germany, Italy, England, Spain, Portugal, and the Netherlands), the Middle East (Turkey, Egypt, and Saudi Arabia), and the Far East (Japan and South Korea). The contract is anticipated to be a�Firm-Fixed-Price Architect and Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The anticipated period of performance for this Contract is up to five years. The government expects to award up to five IDIQ contracts. CONTRACT ESTIMATED RANGE The IDIQ performance period will not exceed five (5) years. PROJECT DESCRIPTION The overarching objective is to deliver A/E (Architectural and Engineering) services, Title I and Title II, to the Defense Commissary Agency (DeCA) for facility projects globally. These projects may encompass a variety of structures, such as Commissaries, Warehouses, Humidified/Chilled/Cold Storage facilities, Food Processing facilities, administrative buildings, Data Centers, and other types of facilities on U.S. military installations. While the contract's main focus will be on Commissaries and refrigeration projects, other facilities such as administration, retail, and ancillary facilities may also require minor or major design and construction support services. Selected contractor(s) must demonstrate specialized expertise in commercial refrigeration and HVAC systems. CONTRACT ESTIMATED RANGE: Overall Contract value is between $10,000,000 and $25,000,000 of shared capacity. Include the total contract dollar value by submitting firm as the Prime Contractor. Detail what work was self-performed and what percentage of work was subcontracted. No more than three (3) projects should be provided to demonstrate competency and experience in the required areas of work. Describe past work experience showing all or more than one of the areas listed that were performed under one contract.� Areas of work involving characteristics that are similar to the types of work described herein: Site investigations Surveys and Assessments including BUILDER and Energy Audits Feasibility Studies Project Development Studies (PDS) Building Evaluation Reports (BER) Master Plans Concept designs Design-Bid-Build documentation Design-Build Bridging and Scope Preparation Estimating services Design phase constructability reviews Technical design reviews Post award construction services such as record drawings, as builds, site inspections, and construction documents. Shop drawing review and approval Various other A/E Services Furthermore, these services may include incidental tasks aimed at supporting Government-administered construction contracts, conducting facility investigations and research, as well as undertaking planning studies. The contract requires a wide-ranging expertise across diverse disciplines including but not limited to: Architecture, Mechanical Engineering and Plumbing, Refrigeration Engineering, Electrical Engineering, Civil Engineering, Structural Engineering, Fire Protection Engineering, Fire/Life Safety Engineering, Security Planning, Risk Assessment, space planning, Interior Architecture, historic preservation, cost estimating, master planning, report writing, quality control review, scheduling, surveying, Sustainability, AutoCAD/Building Information Modeling (BIM), 3-D rendering, code compliance, and hazardous material studies and assessments.
