- Description
- This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis with the LabKey Corporation for the LabKey Premium Edition Premium License software renewal for 12 months. The Office of Cyber Infrastructure and Computational Biology (OCICB) within the National Institute of Allergy and Infectious Diseases (NIAID) provides leadership and direction on effective strategies, policies, and standards for technology services, support for biomedical research programs, information technology resources, and customer support.� This includes ensuring information technology infrastructure, tools, and applications fully and comprehensively support the NIAID mission. The Bioinformatics and Computational Bioscience Branch within the OCICB focuses on providing a suite of scientific services and resources tailored to the NIAID research community. The branch also provides the scientific computing resources needed to analyze existing data and generate new hypotheses. These resources include access to scientific software and tools such as LabKey which provides professional services and software solutions to scientific research groups facing unique data management challenges. LabKey has provided NIAID with professional services and software solutions since 2020. The software is used to support the Investigators in the NIAID Division of Intramural Research for COVID-19 research spanning multiple projects and scientific objectives. In addition, other labs at the DIR also require a system to aid in centralized tracking of samples being shared among the investigators which will also allow sharing and linking analysis data to patients and timepoints in their disease progression and treatment. LabKey will also meet this need. LabKey offers a free and open-source community version which has already been configured to demonstrate how the product uniquely meets the DIR consortium need. LabKey includes templates for Study data and several of the assay types that the consortium envisions for its data management needs including templates and modules for ELISAs, ELISpots, Microarray Expression Matrix, Luminex, Flow Cytometry and Neutralizing Antibody experiments. These out of the box features make LabKey unique in that authorized laboratory administrators can progressively elaborate the system with these modules. The LabKey Enterprise version offers additional features on top of the free and open-source version that are required by the HHS and NIH security mandates such as support for LDAP and Single-Sign On for user authentication, advanced account management, more robust audit trails and logging, and automatic virus scanning of files being uploaded to the server. In addition to meeting these security requirements the Enterprise version also offers the team supporting the product with additional support options as well as a feature that enables extending the LabKey product to integrate with other tools such as Tableau, Excel, and other programmatic languages and tools through ODBC connections. The Enterprise LabKey version also supports PII/PHI workflows. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2217453 in the eSASS system, by 12:00 pm eastern standard time May 20, 2024. All quotations and required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit a quotation. Instructions on how to register / submit quotes are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit an offer that will be considered by this Agency.�
