- Description
- The Optical Microscopy Core (OMC) of the Laboratory of Receptor Biology and Gene Expression (LRBGE) at the Center for Cancer Research (CCR) at the National Cancer Institute (NCI) of the National Institutes of Health (NIH) requires one (1) Teledyne Princeton Instruments ProEM-HS 512BX3 electron-multiplying charge-coupled device (EMCCD) Camera. The Office of Acquisitions (OA) plans to procure, on a sole source basis, this specialized device from: Teledyne Princeton Instruments (3660 Quakerbridge Rd.�Trenton, NJ 08169) SAM UEI: SRAYE6X6EAL8 The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 and will be made pursuant to the authority in FAR 13.106-1(b)(1) and, in accordance with FAR 13, is exempt from requirements in FAR Part 6. �The North American Industry Classification System (NAICS) code is 334516 � Analytical Laboratory Instrument Manufacturing; and the small business size standard is 1,000 employees. The OMC/LRBGE uses a custom-built highly inclined and laminated optical sheet (HILO)-illumination system comprised of three (3) Teledyne Photometrics Evolve 512 Delta EMCCD cameras. �Unfortunately, one of the Teledyne Photometrics Evolve 512 Delta EMCCD cameras has failed and must be replaced. � The custom-built HILO-illumination system can achieve rapid and non-destructive imaging at an extremely high image-acquisition speed with precise spatial resolution to produce high quality molecular time-lapse images. �This custom-built fluorescence microscope system is used for Single Molecule Tracking (SMT) for both basic and translational research of cancer cells. Experiments with this custom-built fluorescence microscope system allow a determination of how molecules diffuse inside of the nucleus and also probe their binding interactions with chromatin. To visualize individual molecules, the OMC/LRBGE labels HaloTag and SNAP-tag fusions with special bright and photostable ligands suitable for the long-term single molecule tracking. � Unfortunately, Teledyne Photometrics has discontinued the Evolve 512 Delta EMCCD Camera. To ensure compatibility with their custom-built HILO-illumination system, OMC/LRBGE requires one (1) Teledyne Princeton Instruments ProEM-HS 512BX3 EMCCD camera. �The Teledyne Princeton Instruments ProEM-HS:512BX3 EMCCD camera has the required high quantum efficiency, the low dark noise, frame rate of up to 61 fps rate at full chip, fast efficient data transfer, and compatibility with the custom-built HILO-illumination system�s Micro-Manager 2.0 software. While EMCCD cameras are available from other manufacturers, the functionality of the custom-built HILO-illumination system requires the replacement EMCCD camera be compatible with the overall system. Replacing the failed EMCCD camera with a different brand will require replacing all three EMCCD cameras, to ensure compatibility, which is the same as rebuilding the HILO-imaging system from scratch. �This type of change would directly undermine the data comparability of samples analyzed with the previous version of the HILO-imaging system. It is critical to the research of the NCI/CCR/OMC/LRBGE that the failing parts of their custom-built HILO-illumination system are replaced with compatible EMCCD cameras. Any deviation from the specifications could jeopardize the functionality of the custom-built HILO-illumination system and delay throughput. �Delays in throughput would directly impact the cancer research supported by the OMC/LRBGE, which is unacceptable. Therefore, it is crucial that the failed Teledyne Photometrics Evolve 512 Delta EMCCD camera in the OMC/LRBGE custom-built HILO-illumination system is replaced by a Teledyne Princeton Instruments ProEM-HS 512BX3 EMCCD camera.� The internal components of the ProEM-HS:512BX3 EMCCD camera are proprietary to Teledyne Princeton Instruments. While other manufacturers make EMCCD cameras, they are not equal devices. �Teledyne Princeton Instruments is the sole-source for the ProEM-HS:512BX3 EMCCD camera. �To NCI�s knowledge, the manufacturer does not license third party re-sellers. � Therefore, Teledyne Princeton Instruments is the only provider that can meet the Government�s needs at this time. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. �The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can perform the requirement. �Responses must be received no later than 12:00PM EST, May 17, 2024. �All responses and questions must be in writing and emailed to Lena Lee, Contract Specialist, via electronic mail at lena.lee@nih.gov. �A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
