Description
The Embassy of the United States of America in Quito, Ecuador requires professional services and contractor cost proposals to perform preventive maintenance services of the facility�s emergency generator systems at the Embassy Installations. The Contractor shall perform preventive maintenance as described in the Statement of Work (SOW).� The objective of scheduled preventive maintenance is to eliminate system malfunction, breakdown, and deterioration when units are activated/running. The contractor shall provide all materials, supervision, labor, tools, and equipment to perform preventive maintenance.�� All personnel working in the vicinity shall wear and /or use safety protection while work is performed.� Any questions or injuries shall be brought to the attention of the Post COR and Occupation Safety and Health Officer (POSHO).� Material Safety Data Sheets (MSDS) shall be provided by the contractor for all HAZMAT materials.� The systems and components to be maintained include diesel generator prime mover, alternator, fuel, cooling, ventilation, and lubrication systems, start and transfer systems, as well as control and monitoring systems.� The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor.� The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed-price type contract.� Pursuant to FAR 4.1102, bidders are required to be registered in SAM (System for Award Management) at the time a quotation is submitted.� To register to SAM, please follow the instructions detailed in the following link: https://sam.gov/content/entity-registration A DBA Insurance (Defense Base Act) will be required upon the work commencement. The DBA Insurance must be quoted as a separate line item. The DBA insurance may be obtained from any authorized DBA insurance broker, see Sub-Section I.12, FAR 52.228-3 WORKER�S COMPENSATION INSURANCE (DEFENSE BASE ACT) (APR 1984).� New DBA insurances policies can be purchased directly from any DOL (Department of Labor) approved insurance carrier.� A list of DOL approved carriers may be found at http://www.dol.gov/owcp/dlhwc/lscarrier.htm The Embassy intends to conduct a pre-quotation conference and site visit on May 20, 2024, at 10:00 am, at the Embassy Installations located at Av. Guayacanes N52-205 y Av. Avigiras.� Offerors planning to attend the site visit must submit the Name, Phone number, Organization/Company, ID or Passport No. and nationality, of their company�s representatives to QuitoProcurement@state.gov; no later than 2:00 p.m., local time, on May 15, 2024.� This information must be provided to ensure access to the site. No substitutes or additional persons may attend the site visit. Attendees are requested to carry copy of the Request for Quotations and their Photo ID along with them.� Direct any questions regarding this solicitation, by e-mail, to QuitoProcurement@state.gov, before 4:00 p.m., local time, on Wednesday, May 22, 2024. Your quote must be submitted, by e-mail, to the Contracting Officer, Alan Royston, at QuitoProcurement@state.gov, before 4:00 pm, local time, on Friday, June 26, 2024. No quotation will be accepted after this time.
