- SPECIAL NOTICE Industry Day: Modernizing the America the Beautiful National Parks and Federal Recreational Lands Pass Program EVENT DATE: June 25, 26, and 27, 2024, 8:00am to 5:00pm EVENT LOCATION: Denver Federal Center, Building 67, West 6th Avenue and Kipling Street Lakewood, CO 80225 HOST: U.S. Department of the Interior, National Park Service INTRODUCTORY DESCRIPTION: The purpose of this announcement is to engage with industry regarding an anticipated solicitation for modernizing (and digitizing) the America the Beautiful - the National Parks and Federal Recreational Lands Pass Program (Interagency Pass Program). BACKGROUND INFORMATION: The Interagency Pass Program was established under the 2004 Federal Lands Recreation Enhancement Act (16 USC Chapter 87), (FLREA) and launched in 2007. Six federal land management agencies participate in the program, including the Department of the Interiors Bureau of Land Management (BLM), Bureau of Reclamation (BOR), Fish and Wildlife Service (FWS), and National Park Service (NPS); the Department of Agricultures Forest Service (USFS); and the Department of Defenses US Army Corps of Engineers (USACE). The NPS administers the Interagency Pass Program on behalf of the participating agencies. Interagency Passes are used by the public to cover certain Federal recreation fees. The public can currently choose from 8 plastic versions of the Interagency Pass, subject to qualifying criteria that must be met and, in some cases, documented, before a pass is issued. Interagency Passes are currently only available in physical (not digital) format and are sold by the Agencies at field locations, online (with mail delivery), or through authorized third-party vendors. EVENT DESCRIPTION: The NPS is seeking innovative and state-of-the-art business solutions in which to invest, to improve customer service through modernizing and enhancing the efficiency and effectiveness of the Interagency Pass Program. In particular, the NPS is seeking new technology ideas and options to create a digital Interagency Pass and to update the program, streamline operations, improve access, and enhance the customer experience for diverse populations. These ideas must be feasible, e.g., able to be adopted within the infrastructure and management capabilities (current and/or near future) of the Agencies and must consider the requirements and constraints of the Interagency Pass Program. A Request for Information (RFI) was issued on SAM.gov on April 6, 2023. Please refer to the RFI for additional information concerning challenges and opportunities for the Governments Interagency Pass Program Modernization Initiative. The government has received some vendor information from the RFI but now seeks input from industry about the best method(s) to accomplish its program and contract objectives, and then finalize its acquisition strategy. The three-day event will begin with an overview of the initiative and a group question and answer session, and will be followed by individual meetings held between the Government and interested parties. The first day will also offer a networking session to foster partnering possibilities amongst interested parties. Additional informal networkingopportunities will be available throughout the event. General information about existing agency programs and operations will be available from onsite staff and at displays and information stations provided. Industry representatives are encouraged but not required to provide presentations and/or demonstrations about their business products/solutions during the confidential one-on-one meetings. Basic audio-visual equipment (projector, screen, speakers) and public WIFI via hotspot will be available. Additional equipment needed for presentations or demos are the responsibility of the vendor. Individual meetings are expected to last no more than sixty minutes, depending upon the number of responses. Times will be randomly assigned in advance of the event. The event is planned for 8:00 am to approximately 5:00 pm each day.
