- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Requisition Number: 648-24-3-770-0191 Intended Source: Oregon Health Science University (OHSU) Description of Requirement: Clinical Trial under VA Research Grant This contract action is for the acquisition of Clinical Trial of Prostate Cancer Therapy for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.501(a). The Department of Veterans Affairs, VA Health Care System, Portland, Oregon intends to award a single source commercial purchase order to Oregon Health and Science University, 3181 W Sam Jackson Park Rd. Portland, OR 97239. The contract is for the conduct of a clinical trial under a VA research grant: Precision Neoadjuvant Therapy for High Risk Localized Prostate Cancer with PTEN Loss. Merit Review for Clinical Trials Award Number I01 CX002517-01. This will be a firm-fixed price contract, base plus four (4) option years. Estimated Period of Performance will be 07/01/2024 06/30/2029. The applicable North America Industry Classification System (NAICS) Code for this procurement is 541714 - Biotechnology research and development laboratories or services (except nanobiotechnology research and development). Associated Business Size Standard is 1,000 employees. The VA intends to procure this requirement on a single source basis in accordance with the statutory authority of 41 U.S.C. 253(c)(3) as implemented by FAR 6.303-2 and FAR 13.501. This is not a request for competitive quotes and no solicitation will be issued; however any firm that believes it can meet these requirements may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Offerors must have an active registration in SAM.GOV www.sam.gov . A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered exclusively for the purpose of determining whether to conduct a competitive procurement in accordance with FAR Parts 12 & 13. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04 dated 05/01/2024. Responses are due by 05/30/2024 5:00pm MST via email to Amy Kuczajda at Amy.Kuczajda@va.gov If no responsive statements are received by the due date, an award will be made to Oregon Health and Science University.
