- ***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE*** The National Institute of Standards and Technology (NIST) Fluid Metrology Group is seeking information from sources that may be capable of providing a pulsed laser to use in conjunction with high-speed camera to measure windspeed in a low-speed wind tunnel. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Photonics Industries International, Inc (UEI: JLYXCM85NTZ3) under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The mission of the Fluid Metrology Group is to perform calibration of instruments and sensors connected with flow and airspeed measurements. To accomplish this mission the Fluid Metrology Group uses various types of methods to measure wind speed. The methods used include differential pressure, thermal and vane anemometers. The Fluid Metrology Group seeks to purchase a pulsed laser for low-speed wind tunnel research and calibrations. To conduct this research, the laser must meet the following minimum specifications: a.� 20 mJ per pulse output optical energy at 1 kHz b.� Pulse-to-pulse stability of 0.5 % rms c.� Max operating repetition rate of 10 kHz d.� Visible light only output e.� 115 V AC power input f.� Externally triggered by TTL NIST conducted market research in March 2024 by conducting online searches, review of vendor websites, as well as speaking with vendors to determine what sources could meet NIST�s minimum requirements. The results of that market research revealed that only Photonics Industries International, Inc appears to be capable of meeting NIST�s requirements. Details about what your company can provide that meets or exceeds NIST�s minimum requirements (Capability Statement). Whether your company is an authorized reseller of the product or service being cited and evidence of such authorization. Identify any aspects of the description of the requirements in the BACKGROUND section above that could be viewed as unduly restrictive or create unnecessary barriers that adversely affect your company's ability to provide a technically acceptable product. Please offer suggestions for how the requirements could be organized or structured to encourage the participation of small businesses.
