- ****THIS IS A SOURCES SOUGHT NOTICE FOR MARKET REASEARCH ONLY; THIS IS NOT A FORMAL SOLICITATION OR REQUEST FOR QUOTE (RFQ)**** SOURCES SOUGHT ANNOUNCEMENT Local Telecommunications Service � Joint Base Elmendorf Richardson, Alaska: Original Set Aside:�None Place of Performance:� Joint Base Elmendorf-Richardson (JBER), Alaska NAICS Code: 517111 � Wired Telecommunications Carriers.� Product Service Code: DG11 - It And Telecom - Network: Satellite Communications And Telecom Access Services -- Telecom access and other usage billing services. Includes satellite communications access, internet, cellular services, landline and telephone services. Transport services for data and voice network circuits and associated access facilities and services; includes dedicated and virtual data networks. DISCLAIMER:� This sources sought notice is issued for information and planning purposes only.� This is not a Request for Proposal (RFP).� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals nor will any award be made as a result of this sources sought notice.� The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. INTRODUCTION:� The 673d CONS/PKB is currently conducting market research to determine qualified, experienced, and interested potential sources.� All information from interested parties that is received in response to this Sources Sought notice will be collected and saved until which time this potential requirement becomes defined. A solicitation MAY be issued at that time. This Sources Sought Notice is being posted for Market Research purposed only to identify potential vendors and evaluate Small Business capabilities who are able to provide the services listed above and further described in the attached Draft Performance Work Statement (PWS).� The information requested by this sources sought notice will be used within the Air Force to facilitate decision making and will not be disclosed outside the Federal Government.� The 673d Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska has a requirement to provide essential local area Telecommunication Services (TS) and features supporting JBER, AK. Site specific equipment connectivity requirements are identified in Appendix 1, along with required features. Support shall be provided to the installation 24 hours a day/seven days a week/365 days a year (24/7/365). �� Please refer to the attached Draft Performance Work Statement (PWS) for additional details. SUBMISSION DETAILS:� All capability statements received within 10 calendars days after date of publication of this notice will be reviewed by the Government and considered.� Statements must be received NLT 2:00pm EST. 13 May� 2024. However, a determination by the Government not to compete this proposed contract action, based upon responses to this notice, is solely within the discretion of the Government. Interested parties are invited to submit a capabilities statement that demonstrates their ability to meet the requirements outlined above. Responses should include the following: 1.� Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.� 2.� Identify whether your firm is interested in competing for this requirement as a prime contractor or not.� Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3.� Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4.� Information to help determine if the service is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5.� Identify how the Air Force can best structure these contract requirements to facilitate competition by and among small business concerns. 6.� Recommendations to improve the approach/specifications/draft PWS/PRS to acquiring the identified items/services.
