Description
The purpose of this notice is to conduct market research and obtain information from qualified potential offerors. No formal solicitation document exists at this time. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The Department of Veterans Affairs Administration, Salem VA Medical Center, located at 1970 Roanoke Blvd., Salem, Virginia 24153 has need of a contractor who can provide removal of miscellaneous trash, and recycled trash from the facility. Below is a summarized description of the required solid waste services. The vendor shall be required to furnish Front Loading Waste Collection Vehicles, comparable to a Heil Half/Pack Front Loader, a roll-off tractor capable of placing and removing a 30 cubic yard roll-off dumpster made for the purpose of storing recycled trash. The front-loading waste collection vehicles shall be empty upon the start of each day s pick up. Video and visual surveillance is available to verify condition of vehicles upon entrance onto the facility. The collection vehicles and dumpster shall be liquid tight and prevent trash from flying from the truck. Stake type trucks covered with canvas or other improvised units SHALL NOT be acceptable. The vendor shall be required to keep units clean and attractive in appearance. The vendor shall furnish two (2) 30-yard roll off waste containers for the collection of scrap metals and miscellaneous waste to be located in front of building 97. These will be dumped on an as needed basis. The vendor shall furnish one (1) twenty yard roll off near building 97 for the collection of organic waste ie: tree waste leaves, grass clippings to be dumped on an as needed basis. The vendor shall also provide a 20 yard open top roll off to be located in the inner court area of building 77 to be dumped on an as needed basis. There are three (3) VA owned compactors on site. Two for cardboard waste and one for plastics waste. One compactor is located at building 143 warehouse and it is for cardboard only and will be dumped on an as needed basis. There are two (2) compactors located at the loading dock of building 4, one for cardboard only and one for plastics only. These also will be dumped on an as needed . The vendor shall pick up miscellaneous trash from VAMC-owned 8 cubic yard dumpsters, and all vendor-owned Miscellaneous waste roll off dumpsters. The vendor shall remove all trash from the dumpsters without undue mutilation. The vendor shall be responsible for cleaning up any trash that is spilled from the dumpsters during pick up. The vendor shall empty and return the three (3) 2-yard containers of aluminum, brass, and copper as needed. Pick up of recycled cardboard and plastics shall occur on an as needed basis as determined by the contracting officer s representative (COR). All picks up will be done as described to include federal holidays with the exception of Christmas Day. The vendor shall commence collection after 8:00 A.M. and prior to 4:00 P.M. The vendor shall ensure that lids are placed back on tops of containers after unloading at the pick-up points and return containers to their designated locations. The vendor shall not co-mingle VAMC Salem generated Miscellaneous Trash with other trash picked up from a different location. The vendor will be required to remove all miscellaneous trash and take it to a landfill. Landfill fees will be assessed and included in the monthly service fees. Manifests and total weights dumped at the landfill will be made available to the COR for tracking and record keeping purposes. The vendor shall remove all recycled waste materials and transport it to a recycling facility to be sorted and sold to recycling companies. All rebates for recycling will be returned to the Salem VAMC. The Salem VA Medical Center has the right to inspect, without notice, the premises where the sorting takes place. The contractor must utilize the State of Virginia Department of Environmental Quality approved solid waste and recycling facility for the disposal of all solid waste and recycled materials and submit an appropriate certificate validating compliance to this requirement. Contractor must provide monthly reports to validate accurate weights of miscellaneous trash and recycled materials. The contractor will assume full responsibility for compliance with all Federal, State, City and County laws, regulations and rules governing removal and hauling of waste and recycled materials. The contractor shall obtain all necessary licenses and/or permits required to perform this work. The contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. The vendor will be responsible for all injury to themselves, their employees or others, as well as for any damage to personal or public property that occurs during the performance of this contract if caused by their employees fault or negligence. The anticipated NAICS CODE FOR THIS PROCUREMENT IS 562111, Solid Waste Collection. Responses to this sources sought notice should include the following: name and address of company, business size (large or small): identify whether or not firm falls into any of the following socioeconomic categories-8(a), HUBZone, Services Disabled Veteran Owned/Veteran-Owned Small Business; provide a brief description of qualifications and any other pertinent information which demonstrates the ability to meet the above requirement.
