- This pre-solicitation notice is for the anticipated follow-on Long Term Contract (LTC) vehicle award needed for spare and repair support of 103 items; 54 repairs and 49 spares in support of the F/A-18 E-F Super Hornet and EA-18 G Growler APG-79 Active Electronically Scanned Array (AESA) radar system for Navy and Foreign Military Sales (FMS) customers (Australia, Canada and Kuwait). The LTC will be for a total of 5 years, and the expected period of performance is from 27 March 2024 and concluding on 27 March 2029. The awardee shall be required to repair, upgrade, manufacture and provide Failure Repair Data (FRD) Contract Data Requirements Lists for all items. The awardee shall also be responsible for maintaining a pool of assets required to fill requisitions within specified response times, operation of logistic management systems, requisition processing, obsolescence and configuration management, warehousing, packaging and handling. Prospective offerors must submit a source approval request to NAVSUP WSS to become an approved Navy source of supply. Neither drawings nor repair specifications are available. This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulation (FAR). The applicable NAICS code is 335999. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. One or more of the items under this acquisition is subject to Free Trade Agreements. (DFARS 252.225-7036, Deviation 2020-O0019, Rev. 1). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. (DFARS 252.225-7021, Deviation 2020-O0019, Rev. 1) These items require Government Source Approval prior to award. If you are not an approved source, you must submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Brochure which can be obtained on the internet at https://www.navsup.navy.mil/navsup/ourteam/navsupwss/business-opps. Offers received which fail to provide all data required by the source approval brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/ or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of this requirement may be continued based on Fleet support needs.
