Description
THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 ""SYNOPSES OF PROPOSED CONTRACT ACTIONS""� The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed-price supply with install procurement for six (6ea) CPP Control Processors (P/N 3460690300) and provide�an OEM field service technician to travel to the Essayons located at T-2 Portland to program and install CPP control processors. Technician shall add relay output functionality for dedicated dimming to backup system at all five stations.� Contractor shall submit one-line drawings and updated design verification test procedures to USCG Marine safety center for approval before installation and testing of new system. Background: Dredge Essayons uses a proprietary Propulsion control system that includes software, hardware, and equipment that controls engine speed, clutch engagement, and propeller pitch. The current configuration combines 2 functions on one button causing confusion with the Mates. This modification will eliminate this issue and its safety concern. These proprietary components are provided by Propulsion systems Inc, Seattle WA. Supplies: This acquisition is to provide mission critical proprietary technical representative oversight to modify the existing propulsion control and eliminate safety concerns. The work will be performed aboard Essayons at T-2 Portland OR approximately 12 weeks after award. Justification: The current propulsion control system was designed and installed by PSI at time of ships repower. PSI owns the rights to programing software and proprietary electrical drawings. Impact: Recent events have shown that in the current configuration operating in the close confines of required dredging areas could pose a safety risk to the vessel and crew if the wrong mode is mistakenly selected while navigating the narrow channel. Alternatives: Currently there is no alternative methods to alter control operation of the vessel and safely conduct its mission. Technician shall perform the approved design verification test procedure to be witnessed by the COR and local USCG OCMI. Final inspection and acceptance will be completed at the USACE District Warehouse located at 8010 NW St Helens Rd, Portland OR, 97210.�
