- REQUEST FOR INFORAMTION (RFI) � DOIRFBO240017 QUESTIONS AND ANSWERS 1. Question: Is the Bureau of Reclamation prepared to provide subject matter experts on dam safety for project, or is the expectation that the vendor will have in-house expertise on this subject? Answer: The contractor will be required to have in-house subject matter experts to develop the requirements for the Department of the Interior (DOI) Dam Safety Operator Training requirement. 2. Question: In Question 4, the government states �Does your firm have experience in developing dam operator training course(s)?� Do you intend to limit competition to only those firms that have provided Dam Operator Training courses, or will it include companies that have training qualifications for other Federal Agency Mission Critical Infrastructure, but not specifically dam safety? Will companies that have not specifically done dam safety training, but have access to dam safety Subject Matter Experts who can augment the training approach be considered for competition? Answer: All contractors that can provide the requirement as outlined in the Performance Work Statement and meets the size standard identified on the SF 1449, if a solicitation is issued, will be considered. 3. Question: Is there an expected delivery model for training should this go to solicitation? Web based? Classroom? At a specific site/facility? Answer: If a solicitation is issued, the Government anticipates, the course(s) will be delivered in-person at various locations as well as using virtual meetings via MS Teams. 4. Question: Is there currently an incumbent providing similar training services? Answer: There is no incumbent contractor providing this type of requirement. 5. Question: Currently we see referenced Dam Safety Training as co-developed by USBR and the Army Corps of Engineers. Is this to develop new training or update existing training? Should this training take into account other offerings provided by CISA and FEMA as well? Answer: This is to develop new training specifically for DOI dam operators. This training should not take into account other offerings provided by CISA or FEMA.
