Description
Project Title:�Electrical Repair of Sycamore Flat Water System 1.0 Purpose The Government seeks a contractor to perform work to return the Sycamore Flat water system to operation. Work will mostly include electrical with some earthwork and water system work. which was damaged in the 2020 Bobcat Fire. The work will mostly include electrical, with some earthwork and associated water system work such as changing faucet fixtures or new pump. 2.0 Scope or Mission To return the water system to service, the Government understands the electrical components of the system need to be replaced as they were damaged by the fire. This includes a burned power pole and electrical box and underground electrical lines that was damaged. It is a small water system for a campground of ~10 sites with all components in the immediate area. 3.0 Period and Place of Performance The Contractor will have 120 days to complete the work at Sycamore Flat Campground. 4.0 Background Provide pertinent background information, and an overview of the requirement/program.� If available, list web-links or other resources that disseminates information, contracts for similar work, and/or location information that would be valuable to Offerors. The Government is using disaster funding to address the water system at Sycamore Flat Campground that was burned in the 2020 Bobcat Fire. The Government documented damage of a power pole, electrical controls, and broken underground conduit. To return the system to operation, coordination must occur with Southern California Edison (SCE) as the electrical utility in the area. At this time, the Government seeks to install a pedestal to house electrical components and a meter that will be separate from Edison�s infrastructure rather than replacing the burned pole as was. The system is comprised of a single well drilled in 1970 with a 8-inch casing and 80 feet deep and a 10,000 gallon concrete tank. The well is 50 feet north of Big Rock Creek Road and 50 ft west of the campground road near the entrance. The pump is 1.5 HP, single phase, 230 V 10S15-21 from Grundfos. Approximately 300 feet north of the well, there is the storage tank above the campground which can be accessed via a service road west of the campground. 5.0 Performance Objectives The performance objectives must be written in terms of outcomes, which are specific, measurable, attainable, relevant, time-bound and related to the organization�s mission.� Do not include a detailed task list or specific processes needed to meet the objectives.� The Offeror will use the required performance objectives to determine the best solution to accomplish the objectives and will provide their solutions in the form of a detailed SOW or PWS as an integral section of the proposal. State any deliverables, e.g. Non-Disclosure forms, progress reports, Quality Assurance Surveillance Plan (QASP- is used by the Government�s official to monitor the quality of the contractor�s performance.� A draft QASP may be submitted in response to the SO and finalized immediately after contract award. Restore power to Sycamore Flat water system through coordination with SCE and provide Government with necessary documents to assist in this process. Replace burned power pole with pedestal that can house SCE meter and electrical equipment. Replace motor control and switches burned from fire so system can be automated. Replace conduit through trenching and burying line, about 250 feet. If necessary, replace well pump if non-operational. If necessary, repair broken water lines or spigots (total of 5) around the campground. 6.0 Deliverables / Schedule Contractor is responsible to submit a project schedule as part of their proposal. Once selected the Government will share comments on the project schedule to be addressed by the Contractor for resubmission. Contractor will submit documents and information as needed to assist in returning SCE service such as SCE�s Customer Project Information Sheet to the Government in a timely manner so it can be provided to SCE at the beginning of the project.
