Description
This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Products and Commercial Services, and FAR Part 13 Simplified Acquisition Procedures. �This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION.� No contract will be awarded on the basis of offers received in response to this notice.� The associated North American Industry Classification System (NAICS) code is 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) with a small business size standard of 750 employees. � The Government requires procurement of an Automated Polarization Compensator (APC) and Entangled Photon Source, and intends to negotiate a sole-source contract for this requirement with Qunnect, Inc. 141 Flushing Ave, Bldg 77, Ste 1110, Brooklyn, NY 11205-1338.� The applicable Qunnect, Inc. part numbers and associated product descriptions are as follows: Item 1 � Qu-APC, comprised of the following: Qu-APC Compensator: Compensation & fast measurement station. - Arbitrary polarization stabilization through time-multiplexing - Max average fidelity of 98% - Input-output loss of +|VV> Bell states Typical pair generation rates reaching 10M pairs/s Ultra narrow photonic linewidth (sub-GHz) Includes: Dual pump laser (1367nm/780nm) Qu-lock Double Resonance The Government has determined that other companies� products and services do not meet or cannot be modified to meet the Government�s needs.� � With regard to the Automated Polarization Compensator (APC) required under this requirement, Qunnect�s Qu-APC product is the only known commercially available product for the automated and rapid measurement, analysis, and dynamic compensation of real-time polarization drift over optical fiber.� Specifically, it can correct the polarization state for a network link as many as 10,000 times per second (10 kHz), and maintain quantum network uptime of >90%. The Qu-APC system is streamlined for use with Qunnect's entangled pair source (Qu-Source), which RITQ also intends to purchase under this procurement. It can also accommodate external lasers for feedback at other wavelengths, for use with RITQ's existing entangled photon sources. Finally, it is compatible with time-bin photonic qubits as well. This capability is crucial, as RITQ hopes to use both polarization and time-bin qubits within its quantum local area networks. The Qu-APC comes equipped with software for the monitoring and control of operating parameters, to optimize fidelity and network uptime for the RITQ testbeds' specific needs. With regard to the entangled photon source required under this requirement, Qunnect�s Qu-source product is the only known commercially available product that meets the Governments following essential requirements: Emits entangled photons in the telecom O-band Has an extremely narrow photon frequency linewidth of < 1GHz Is extremely bright (i.e. emits well above one million entangled photon pairs per second) Low-SWaP and field-able, to rapidly facilitate outdoor test demonstrations Qunnect�s Q-source product has the highest known brightness level of any atom-based entangled photon source, at 10 million pairs per second.� Moreover, it emits photons with exceptionally narrow linewidths of much less than 1 nm; specifically, <1 GHz.� Interchanges with Qunnect have yielded that they are the sole-source provider of these items and do not actively maintain a network of resellers.� Accordingly, the Government has determined them to be the sole-source provider for this requirement. This is a notice of proposed contract action and NOT a request for competitive proposals.� However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 June 2024. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
