Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation.   This is a request for quote (RFQ), and the solicitation number is 36C25024Q0669. The Government anticipates awarding a firm-fixed price Purchase Order resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars FAC 2024-03 (eff. 2/23/2024). The associated NAICS Code is 339112, Surgical and Medical Instrument Manufacturing. The VA intends to solicit and negotiate with the OEM, Stryker Sales, LLC at 1941 Stryker Way, Portage, MI 49002 and their two Service-Disabled Veteran-Owned Small Business (SDVOSB) authorized distributors: SDVOSB, Beacon Point Associates, LLC at 1216 SW 4th Street, Suite 4, Cape Coral, FL 33991 and SDVOSB, TrillaMed, LLC at 30100 Telegraph RD, STE 366, Bingham Farms, Michigan, 48025. The Department of Veterans Affairs, Network Contracting Office 10, is soliciting quotes from OEM, Stryker Sales, LLC and their two authorized distributors SDVOSB, Beacon Point Associates, LLC and SDVOSB, TrillaMed, LLC to supply the Chalmers P. Wylie Ambulatory Care Center with the TPX small bone corded power systems, accessories, and small bone solid containers for sterilization. Respondents to this solicitation must fully demonstrate their capability by supplying detailed quote information, along with any other documents necessary to support the requirements below. However, we believe only OEM, Stryker Sales, LLC; SDVOSB, Beacon Point Associates or SDVOSB TrillaMed, LLC are able to provide this requirement. Quotes are to be provided to DeJanee R. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Chalmers P. Wylie Ambulatory Care Center is looking to replace end of life Stryker TPX small bone corded power systems, accessories, and small bone solid containers for sterilization. The Stryker TPX small bone corded power system and small bone solid container sterilization trays are used for foot, ankle, hand, wrist, and maxillofacial procedures. Together they enable the cutting and shaping of bone for small bone procedures. The Stryker TPX corded power system has five pencil handpieces (sagittal saw, reciprocating saw, micro drill, oscillating saw, XL oscillating saw), two pistol hand pieces (universal driver, wire driver), a metal hand switch that provides increased durability and longevity and a stainless-steel run/safe hand switch that clicks into place, making it more reliable while in use. The intuitive design of the Stryker TPX small bone corded power device allows surgeons to focus on the procedure at hand and an ergonomic design that improves ease of use and enables a more intuitive assembly process with distinct connection points that enable a confident connection. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The surgical instrumentation and products purposed are a replacement for end-of-life equipment. The Stryker TPX power system is currently utilized in our facility. The system has shown itself to be reliable and durable for use in multiple specialties. Use of another drill/tools is not compatible with current core system and change of system would result in additional cost to the government via training, addition equipment needs, and potentially resulting in delay of patient care. Description of market research conducted and results or statement why it was not conducted: Market research was conducted via VetCert, DSBS, GSA, FPDS and the Internet. The VetCert search using NAICS 334516 netted 214 SD/VOSB Vendors. The DSBS search using the same NAICS netted O Vendors. Supply Chain Master catalog and internet search engine Google both return results of Stryker TXP drills/instruments as the only valid compatible replacements.
