- SCOPE OF WORK PROJECT DATA: TITLE: Deaeration Tank Replacement PROJECT No: 512A5-24-009 FACILITY: Perry Point VA Campus COR: Matt Hargrove P.E., Facilities & Engineering DURATION: 120 days (estimated) GENERAL SCOPE: The Contractor shall provide all supervision, labor, materials and equipment to remove and replace the existing deaeration tank in kind. Provide deaeration (DA) tank capable of producing 70,000 lb/hr of de-oxygenated feedwater at 7-9 psi saturated steam pressure. Connections to existing piping shall be made at the nearest available flanged connection, reconfiguration of piping to accommodate new tank system is permissible with approved shop drawing. Remove existing cast iron DA tank feedwater piping and replace with forged steel fittings and cast steel valves. 2.5 and above, welded or flanged. 2 and below threaded sch 80. During demolition segregate waste streams, all recyclable materials shall be recycled to the extend practical. Provide waste manifest tickets for waste to landfill and recycled waste. Match construction and certification of tank in every aspect. The construction certification report has been provided for bidder s information. Include optional pricing for Belzona or approved equal lining Provide U-1A Manufacturers Data Report for Pressure Vessels Replace existing safety devices matching existing. Rebuild and recertify existing safety valves and return to the VA. Provide third party insurance inspection of installed tank with field inspection report and certification to operate. Materials All piping shall be sch 80 steel, 150 psi or 300 psi class fittings. All valves shall be forged or cast steel 150 psi class or higher. No cast iron fittings or valves of any pressure rating are permitted Page 1 of 3 All gaskets shall be spiral round metal, flexitallic or approved equal. Piping Insulation, 2.5 Fiberglass ASJ Tank Insulation, 3 Calcium silicate. Canvas wrapped. DEFINITIONS: VAMHCS: Veterans Affairs Maryland Health Care System. VA: Veterans Affairs. CO: V.A. employee of the VA Contracting Service officially assigned to act as Contract Officer in the behalf Veterans Health Administration. The services performed are that of general supervision, direction, control and approval of the contract. COR: Contracting Officer s Representative. V.A. employee of VAMC Facilities and Engineering Service officially assigned to act as Project Manager and Inspector on behalf of VAMC and Contracting Officer. ICRA: Infection Control Risk Assessment. An ICRA form must be filled out and signed by Infection Control personnel prior to any work coordinate with COTR. ILSM: Interim Life Safety Measures: Any series of Operational Actions taken to temporarily reduce Hazards posed by Life Safety deficiencies which have been created by demolition, renovation, or construction works, and which are to remain in place and in effect for duration of Contract work. NFPA NFC: National Fire Protection Association National Fire Codes. NEC: National Electrical Code, NFPA NFC Standard 70. SAFETY PRECAUTIONS: The Contractor shall comply with all applicable Federal, State and local legal requirements regarding workers health and safety. The requirements include but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA and MOSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR) Parts 1910 and 1926. Contractor is solely responsible for determining the legal requirements that apply to activities and shall ensure safe and healthful working conditions for its employees. Contractor shall assume the responsibility to guard against causing of fires and/or explosions and to protect Government Property, reference NFPA 241 and 29 CFR 1926. The Contractor shall perform the work in a manner consistent with the area security and fire Page 2 of 3 safety regulations especially with regard to exits and exit way access. Utility shutdowns shall not compromise security, communication or fire safety for occupants. No flammable liquids shall be stored or used in the medical center. The necessary number and appropriate types of portable fire extinguishers are required per National Fire Protection Association (NFPA) 10 and NFPA 241. The Contractor shall request, from the COR a permit for all cutting, welding, and soldering daily. All permits shall be prominently displayed during all construction. All necessary precautions shall be taken by the contractor to prevent accidental activation of any existing smoke detectors or sprinkler heads. HAZARDOUS MATERIAL REPORTING: The existing boiler plant siding is known to be asbestos containing. Sampling records of other materials in the plant have been provided to the bidder for informational purposes. In the event a material does not appear to be represented by sampling data or is shown to be asbestos containing, do not disturb the material and notify the COR for sampling and further instructions. The Contractor shall maintain hazardous material inventories and material safety data sheets (MSDS) for all hazardous materials (as defined in CFR 1910.120, 40 CFR s 355, 370, & 372) to be stored and used on this Medical Center. Hazardous materials must be inventoried when received and at the project s completion. The amounts used shall be maintained for the project duration. Hazardous Materials Inventories, Material Safety Data Sheets and material quantities used shall be submitted to the Contracting Officer for approval and copies furnished to the Contracting Officers Technical Representative. In the event of a spill, Contractor shall immediately notify the Contracting Officer s Technical Representative as well as the Contracting Officer. The Contractor shall be solely responsible for the expense of any cleanup and / or damage resulting of such spill, and the cleanup shall be in accordance with the applicable provisions of 40 CFR Part 761. ENVIRONMENTAL PROTECTION: In order to provide for abatement and control of all environmentally hazardous materials arising from demolition and/or construction activities, the Contractor shall comply with all applicable environmentally hazardous material control and abatement and all applicable provisions of the Corps of Engineers Manual EM 385-1-1, General Safety Requirements as well as the specific requirements stated elsewhere in the Contract Documents.
