Description
Title Warm Springs Modernization Design-Build (Warm Springs, OR) Description This is a Pre-Solicitation Notice for a two-phase design-build construction project for the Indian Health Service (IHS). The Phase I solicitation, Request for Qualifications (RFQ), will be available on or around 17 June 2024, on www.sam.gov, under this solicitation number: 75H70124R00020. Pursuant to Federal Acquisition Regulations (FAR), the solicitation will be available for download no earlier than 15 days following the posting of this synopsis and the response date of the solicitation is no earlier than 30 days from the date of the solicitation release date. The proposal due date will be noted on the solicitation at the time of issuance. There is no additional information available until the issuance of the solicitation via SAM.gov. Register as an interested party via www.sam.gov to receive notification of solicitation issuance. In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the anticipated project magnitude is more than $10,000,000. NAICS The North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, with a size standard of $45 million. The proposed contract listed here is being procured on a 100% Small Business Set-Aside. For information concerning NAICS and SBA size standards, go to http://www.sba.gov. Authority IHS/OEHE/DES is issuing this synopsis in accordance with FAR 5.204 Pre-solicitation Notices. Scope of Work The project is currently completed up to the 35% Design Development stage. Under this contract, the Design-Build contractor shall complete the design, construction, and startup of beneficial occupancy as follows: - Expansion of the Warm Springs Health and Wellness Center for a new Primary Care department and Pharmacy (18,000 SF), to alleviate cramped working conditions. Renovations of POD C (7,500 SF) for remodeled Lab, Imaging, and Specialty Care departments. - This project will construct an addition to the existing clinic providing properly sized and modern work space for the Primary Care and Pharmacy departments (the expansion phase). The expansion project will include a nurse call system, federal security camera system, telecommunications, and setup of a Temporary Lab for the next phase of construction, as well as cultural arts selected by a committee of community members. - Upon beneficial occupancy of the expansion, space vacated by these departments in the existing clinic will be modernized to provide optimal health care delivery space for Imaging, Lab, and a Specialty Care clinic (the renovation phase). - The project will also construct a new access road and make parking lot improvements, including covered parking with solar panels, electrical vehicle charging stations, and xeriscaping. The design-build contractor shall perform: a. Design: All design services, materials, supplies, equipment layouts and connections, local building permits, surveying, investigations and project supervision, and construction period services as further detailed in the RFP to include the construction of a new 18,000 SF expansion of the health center, and renovation of 7,500 SF of the existing health center. The design and final construction documents prepared under this contract shall comply with the 2022 IHS AE Design Guide. b. Construction: All labor, materials, supervision, and administration for the construction phase of this contract, to include a fully functional and approved healthcare facility that meets the needs of the Indian Health Service. c. Commissioning Coordination and Support: All services, labor, materials, testing to implement the Commissioning Plan with the Commissioning Agent representing IHS, provided by the A/E (AE1*) who completed the pre-design through Design Development (DD) solicitation package. *AE1 is defined as the original A/E who completed the Design Development (DD) submittal package, and who will remain on the project through completion, providing Construction Contract Administration (CCA) services, Medical Equipment plans, and special inspections. Period of Performance The design-build contract is anticipated to commence in late 2024.� The period of performance is 866 days (or 2 years and 4 months) for completion of design (final construction documents) and completion of construction. Location Warm Springs Health and Wellness Center, 1270 Kot-Num Rd, Warm Springs, OR 97761. Competitive Acquisition This will be a competitive acquisition utilizing Two-Phase Design Build Procedures (see FAR 36.3) and is 100% Set-Aside for Small Business. In Phase I of the two-phase design-build source selection procedure, interested firms or joint venture entities (referred to as ""offerors"") submit certain specified performance capability proposals, demonstrating their capability to successfully execute the design-build construction contract resulting from this solicitation. The Government will evaluate the performance capability proposals in accordance with the criteria described and will short-list no more than five (5) of the Phase I offerors to compete for the design-build contract in Phase II. Source Selection procedures will be used with the intent to award a firm-fixed price construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), is the most advantageous and offers the best value to the Government. Contract Type The Indian Health Service intends to award a Frim Fixed Price (FFP) Construction Contract in support of this requirement. Issuance of the solicitation will be in electronic format only.
