- This is a sources sought announcement for market research to be used for preliminary planning purposes and to obtain information regarding the availability and capability of qualified businesses under the size classification relative to the North American Industry Classification (NAICS) code for the proposed acquisition. This is not a solicitation for proposals, proposal abstracts, or quotations, and no contract will be awarded from this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) has a requirement for two Teledyne ISCO CombiFlash EZ Prep systems in order to facilitate medicinal chemistry efforts. Teledyne Instruments Inc. is the only manufacturer of the CombiFlash EZ Prep system and its accessories. USAMRICD already has three Teledyne CombiFlash EZ Prep systems in use, and two additional instruments are required to increase capacity. It is imperative that the new instrument purchase be the same system to ensure continued standardization of the purification procedures as well as compatibility with all the of the consumables already in stock.� Minimum Essential Characteristics include: - The instrument must be a comination flash chromatography/preparative High Performance Liquid Chromatography (HPLC) system with an Evaporative Light Scattering Detector (ESLD). - The instrument must be an integrated system and require no extra tubing or connections for installation. - The instrument must be set up to connect to a mass spectrometer without any modifications. - The instrument must have (1) a flow rate up to 200 mL per minute, (2) a maximum operating pressure of 200 PSI in flash purification, (3) a maximum operating pressure of 3,500 PSI in Prep HPLC purification, (4) an Ultraviolet-Visible (UV-Vis) 200-800 nm Photodiode Array and ELSD detector, and (5) Radio Frequency Identification Detection (RFID) column cartridge and test tube rack identification. - The instrument must have the capability to (1) have linear, step-wise or isocratic low pressure gradient formation, (2) have a real-time chromatogram display that allows zooming and post-run fraction mapping and analysis, (3) have an integrated degassing capability, (4) have an automated solvent phase change when going from reversed to normal phase purification, (5) have an automatic run extension and monitoring of back-pressure during purification, (6) have solvent and waste level-sensing, integrated column air-purge, and organic vapor sensing safety features, and (7) use compound detection methods that allow sample collection triggered by single, dual, or multiple wavelengths and/or ELSD. Interested businesses shall submit a brief capabilities statement package (no more than five 8.5 x 11 inch pages, font size no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. No phone or email inquiries requesting a status of any potential future solicitations will be accepted, prior to the posting of that subject solicitation. Responses to this�Sources Sought, including any capabilities statements, shall be electronically submitted to the Contract Specialist, Ken Grenier (kenneth.e.grenier2.civ@health.mil) in either Microsoft Word or Portable Document Format (PDF) via email no later than 3:00 PM, Eastern Time, on 07 June 2024 and reference the Notice ID number in the subject line of the email and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned.� If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POC) and their email address, web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside of the Government.
