Description This Sources Sought is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ) or intent to issue a RFQ in the future. This Sources Sought does not commit the Government to contract for any service whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought; therefore, all costs associated with responding will be solely at the interested party�s expense. Not responding to this Sources Sought does not preclude participation in a future RFQ, if one is issued. It is the responsibility of the potential offeror to monitor www.SAM.gov for additional information pertaining to this requirement. The Air Force anticipates procuring this product as a FY24 base effort with two (4) option years. The estimated period of performance for the base year of this is subscription is 30 September 2024 � 29 September 2025. Responses to this sources sought notice will assist in a determination of whether it is in the best interest of the Government to proceed with a competition.� Period: 30 September 2024 � 29 September 2025 Option Year 1:�� �30 September 2025 � 29 September 2026 Option Year 2:�� �30 September 2026 � 29 September 2027 Option Year 3:�� �30 September 2027 � 29 September 2028 Option Year 4:�� �30 September 2028 � 29 September 2029 FSC: 7630- Newspapers and periodicals NAICS: 519210 - Libraries and Archives Size Standard: $21.0 in millions Subscription name: DoDL Investment Financial Ratings & Literacy Basics 2.0 Background The 773d Enterprise Sourcing Squadron is seeking potential sources that can provide Financial Ratings Online and Financial Literacy Basics offers an online resource of carefully compiled and researched Financial Ratings Series providing a single source for important banking, insurance and investment ratings, and financial planning tools.� Must be an independent rating service for approximately 900 life and annuity insurers, 2,700 property and casualty insurers, and 600 health insurers and HMO's plus 8,000 banks and S&Ls. The U.S. General Accounting Office validated ratings accuracy in its Insurance Ratings study. Must distributes independent ratings on shares of thousands of publicly traded companies, mutual funds, closed-end funds, and ETFs.� Must provide Financial Literacy Basics provides the essentials of early financial literacy in accessible terms for subjects such as renter�s insurance, checking accounts, paying back student loans, starting a 401k, and sticking to a budget. Must be able to provide an existing commercial off the shelf platform in the library marketplace. The product characteristics are listed below: Must be able to provide financial strength ratings and financial planning tools covering insurance, banks, mutual funds, and stocks. Must be able to provide information on the strength and weakness of banks and credit unions by geographical area. Must be able to provide information and ratings on insurance companies including those that supply Medicare supplemental insurance decisions and get the best price for their plan. Must be able to provide customer accounts that can be personalized. Must be able to provide independent, unbiased ratings of over 63,000 stocks, funds, insurers, and financial institutions. Must provide basic information on financial topics for beginners and more detailed analysis for the intermediate investor or business professional. Must provide simple search screens make finding information quick & easy. Must be able to compare companies or investments side by side, get stock quotes and live news feeds on the companies ratings that are unbiased, accurate ratings. Must enable users to create their own screeners to compare companies or investment using criteria that are important to them and create their own personal watchlist for immediate notification of changes to their portfolio. Must use easy-to-use letter grade ratings perfect for the beginning investor or first-time researcher. Must provide important articles on timely investment, banking, and insurance options. Must be able to interface with all 4-service branch library and Military OneSource websites using industry standard authentication methods to ensure only eligible patrons can access resources from any internet connected computer browsers and mobile devices. Must work with contract POC to establish authentication methods to provide optimal accessibility for all eligible patrons. Security between the Website and server must be Transport Layer Security (TLS) 1.3 Must be able to supply or allow retrieval of database usage statistics by Branch of Service (Air Force, Army, Marine Corps, Military OneSource/Other, and Navy) Must have HTTP Strict Transport Security (HSTS) with long duration deployed on the servers to mitigate/prevent man-in-the-middle attacks. Website certificates should be RSA 2048-bits (SHA256withRSA) VCL must be able to test the platform to evaluate if it meets requirements. Must provide username and password to view content on platform. 3.0 Requested Information The Government will consider responses received within ten business days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government competes this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603. If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply. A determination not to compete this requirement based upon responses to this notice is an administrative decision by the Government that is solely within its discretion. Vendors responding shall specify that they can meet the requirement and provide detailed company information to show clear technical capability.
