- Title of Procurement Atlassian Program & Project Management Solution Implementation Nature of Procurement Action This is a new contract action. This will be a standalone contract award to obtain technical support for the development of a Program & Project Management (PPM) solution using the Atlassian suite of tools.� Required Award Date:� 07/01/2024 Description of Supplies/Services Background The FAA Product Services Group (AJW-L500) provides logistics, preventative maintenance (PM), corrective maintenance (CM), installation and overhaul, systems engineering, and procurement services for multiple interagency partners, including the National Airspace (NAS), National Airspace Defense (NDP), Department of Defense (DoD), Department of Homeland Security (DHS), Customs and Border Protection (CBP) and the US Forest Service (USFS).� Over the past five (5) years, Portfolio, Program, and Project management has rapidly expanded to support over thirty (30) discrete programs, accomplishing more than 450 projects per year, with more than 5000 supporting tasks and deliverables completed by over 300 group members organized into more than 25 sub-teams. As a result of aggressive DoD/DHS/CBP implementation and sustainment commitments, AJW-L500 has an expanding volume of technical services. AJW-L500�s current solutions utilize disparate and non-standardized data sets, inconsistent process flows, and obscure visibility of technical and financial tasks, milestones, work in progress, and outcomes. Requirement for Services Atlassian Platinum Partner to provide configuration and Implementation of the following Atlassian products:� Jira Administration Jira Project Management Jira Service Management Confluence FedRAMP authorized hosting at the Platform as a Service (PaaS) level, FISMA-moderate impact rating. Federal Agencies storing data or deploying technology on cloud-hosted services are required to use the FedRAMP PMO to identify and select hosting services.� See:� FedRAMP Policy Memo FAA Information Systems are required to implement National Institute for Standardization of Technology (NIST) 800-53 standards, which fall into the FISMA moderate impact level.� See:� FAA Order 1370.112� and NIST Ratings Glossary. Deliverables The deliverables will be: Custom-configured solution modules that automate, track, and consolidate workflow and processes across AJW-L500 Successful migration of the modules to an FAA-owned and managed data center, or, if available through FedRAMP authorization, Atlassian Cloud, upon completion of the contract Outcomes and Intended Use Configuration and implementation of the Atlassian tool suite will consolidate and manage the following critical areas at scale: Tasks Workflows Projects Programs Engineering Changes Service Response Knowledge Sharing Financial Tracking and Forecasting The contracted solutions will support: Sustainable and scalable growth Improved efficiencies Increases in productivity and quality Improvement in employee engagement Visibility of Technical and Financial Work in Progress Alignment with Business Value Quantity Required N/A as this is a service, not a procurement of individual product or items.� Period of Performance 13 months Authority Authority for single source procurement is provided by AMS policy section 3.2.2.4. Rationale Supporting Use of a Single Source Standardization: AJW-L500 seeks to standardize Program and Project Management (PPM) tooling.� AJW-L500 personnel are already familiar with the Atlassian tool suite as end-users; retooling and retraining users to another tool set would be cost prohibitive, and sunk costs already invested into Atlassian product knowledge would not be recovered using PPM marketplace alternatives.� Retooling an alternate solution would require significant retraining time and cost, which are not recoverable via competition. �� Use of a single source for this procurement streamlines and consolidates the unique requirements of hosting, authority to operate (including monitoring, maintenance, patching, and security hardening), certified expertise, and rapid configuration/implementation.� Competition would require splitting the requirements into separate procurement actions: Hosting Authority to Operate Configuration & Implementation Migration Any potential cost savings from competition would not recover the cost or impact of inefficiencies inherent in coordinating and integrating solution delivery from multiple vendors.� Specialized Expertise: Contegix is the only vendor who is both an �Atlassian Platinum Partner and a FedRAMP authorized cloud data center at the PaaS level with a FISMA-moderate impact rating at the time of this procurement action. � FedRAMP: Federal Agencies storing data or deploying technology on cloud-hosted services are required to use the FedRAMP PMO to identify and select hosting services.� Atlassian Platinum Partnership:� Contegix is a certified Atlassian Platinum Partner. This vendor has a ready-bench of Atlassian Certified Associates and Professionals with accredited certificates in the areas of expertise required to plan and implement Atlassian product solutions for AJW-L500.� SecureCloud:� Contegix offers SecureCloud, a FedRAMP authorized data center which received ATO on 05/21/2015 and undergoes yearly independent assessments to maintain ATO at the PaaS level, with a FISMA-moderate impact rating.� SecureCloud is designed to provide end-to-end managed hosting including enterprise setup, configuration, upgrades, monitoring, and troubleshooting. The government will receive PaaS authorized monitoring, security hardening, operating system management and patching, managed backups, managed firewalls, and disaster recovery, efficiently consolidated from a single vendor.� Synthesis:� Contegix offers an integrated suite of solution blueprints based on Atlassian Products called Synthesis.� This Synthesis solution library provides the framework for rapid discovery, configuration, and implementation.� Synthesis consistently produces working modules in under 8 weeks per module for Federal agencies.� Past Performance:� Contegix has proven performance in the successful implementation of Program and Project Management solutions for the US Space Force and the US Air Force.� Time Constraints: This requirement first became known to the AJW-L500 Leadership Team in FY23, Q4.� A market survey was posted FY24, Q1.� Bandwidth Assessment and CIO Approval were obtained FY24, Q2. Given the amount of time required to complete Market Research, CIO Approval, and Bandwidth Assessment, AJW-L500 cannot sustain further significant delays, particularly the time involved in another vendor, or combination of vendors, obtaining the required Partnerships, Certifications, and Authorizations to Operate required for this effort.� The likelihood that solution delay caused by splitting requirements for competition will cause critical funding shortfalls and service delivery interruptions at the FAA Logistics Center is high.� Loss of mission-critical infrastructure at the FAALC would be catastrophic to FAA, DHS, CBP, DoD, and USFS missions at large. Rapid implementation of a centralized Atlassian tool suite that automates workflows, manages processes, provides real-time visibility, and knowledge management will maximize the efficiency of current employees and help to close existing gaps while additional personnel are requested, approved, funded, hired, and onboarded. Market Analysis A market Survey soliciting industry information and guidance was published from 12/12/2023 to 01/12/2024.� Prior Knowledge Confirmed through Market Survey Atlassian vs Other Platform Options on the Market:� Alternate options for Program & Project Management solutions are available on the market.� However, as stated above, the agency has already made significant investment training AJW-L500 end-users in Atlassian products. Retooling an alternate solution would require significant retraining time and cost, which are not recoverable via competition. Atlassian Professional Certifications & Platinum Partnership Status reflects a vendor�s past performance and current ability to provide guidance around and design and implement solutions with Atlassian products. Using a Platinum Partner removes the risk of unqualified individuals being assigned to work on this project.� FedRAMP authorization is required for all Federal agencies using cloud hosting services.� This authorization must be sponsored by a federal agency, averages over a year in time, and approximately $2.25MM for a vendor to achieve. Sponsoring another Atlassian Platinum Partner to receive FedRAMP ATO is cost and time prohibitive. The FAA requires compliance with NIST 800-53, which defines FAA information systems data as FISMA-moderate. Evaluative Criteria A review of each respondent�s ability was conducted and measured using a Response Matrix, with weighting applied for Atlassian Platinum Partnership Status and FedRAMP Authorized PaaS hosting capability, with FISMA Moderate rating. The review was performed by Megan Jones on 01/15 through 01/26/2024. Eleven vendors responded to the Market Survey.� Six (6) vendors were not Atlassian Platinum Partners. Eight (8) vendors were not FedRAMP authorized at the PaaS level. Seven (7) vendors were not compliant with FISMA-Moderate Impact Rating. Two (2) vendors recommended selection of an alternative platform solution, which would require retooling and workforce retraining.� Continued Relevance A cross reference of Atlassian Platinum Partners and FedRAMP authorized data centers was initially conducted and was also reviewed on 05/23/2024.� The results of the cross-reference remain consistent:� Contegix is the only vendor who meets all critical elements for requirements on this effort.� Other Facts Supporting Use of Single Source As previously discussed, Contegix is the sole vendor capable of meeting all requirement elements for this effort. Splitting elements of these requirements into multiple competitive procurement actions exposes the agency to unacceptable risks (waste, data exposure, delay of implementation, possible loss of business, and related loss of revenue impacting FAA Logistics Center infrastructure and manpower resourcing).� No future similar requirements are anticipated, as the agency intends to work diligently during the period of performance to identify, hire, and onboard qualified personnel to perform organic sustainment and maintenance of the Atlassian solutions.�
