Notice Type: Notice of Contract Action � Shape Chargers � Rockwell Collins Inc Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) - Only one responsible source and no other supplies or services will satisfy agency requirements. Contract Award Date: TBD Contract Award Number: TBD Synopsis: �This is a Sole Source synopsis published for informational purposes only. �The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Rockwell Collins Inc for the shape chargers. This acquisition is conducted under the authority of FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization. This authority allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source. The 416th Flight Test Squadron requires 4 shape charges for a Spin Chute System (SCH) for High angle of attack (HAoA) testing. HAoA testing is a TW core capability to determine aircraft controllability for different loading configurations and flight control software.� TW pilots must maintain their qualifications in order to perform such tests.� Without shape charges, aircrew cannot get qualified to safely execute HAoA testing.�Rockwell Collins Inc has been identified as an efficient and reliable provider for these supplies. Rockwell has the ability to meet mission schedules and most importantly, mission requirements and specifications for the unique characteristics of shape chargers. As a result, a Notice of Contract Action will be posted to SAM.gov to outline the justifications for this single source acquisition, followed by an RFQ letter sent to Rockwell Collins Inc. The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- Substantial duplication of cost to the Government that is not expected to be recovered through competition; or Unacceptable delays in fulfilling the agency's requirements. It is recommended to obtain a solution to this requirement from Rockwell Collin Inc. This requirement is to proceed as a single source acquisition due to vendors not being capable of fulfilling the requirement. As a result, it has been determined to be in the best interest of the Government to proceed with a single source acquisition to Rockwell Collins Inc, the vendor for this Shape Chargers requirement. Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel. The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
