Description
COMBINED SYNOPSIS/SOLICITATION Purchase of a rackmount (N2O, CO2) with accompanying items (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with theformat in FAR Subpart 12.6, as supplemented with additional information included in this notice and inaccordance with the simplified acquisition procedures authorized in FAR Part 13. This announcementconstitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii)This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQNumber 145034-24-0082. (iii)The solicitation document and incorporated provisions and clauses are those in effect throughFederal Acquisition Circular 2024-05 (May 2024). (iv)This solicitation is being issued as a total Small Business Set-Aside. The associated NAICS codeis 334513. The small business size standard is 750 employees. (v)This combined solicitation/synopsis is for purchase of the following commercial item: CLIN 0001 Purchase of a rackmount infrared spectrometer (N2O, CO2) in accordance with the Statement of Need. Deliver by 10/31/2024. (vi)Description of requirements is as follows:See attached Statement of Need STATEMENT OF NEED PURCHASE REQUISITION NUMBER: 145034-24-0082 PURPOSE: We require one infrared spectrometer for the simultaneous measurement of nitrous oxide (N2O), carbon dioxide (CO2). The instrument will be tested in the laboratory and installed on a research ship to measure spatial and temporal gradients in the marine boundary layer. TECHNICAL SPECIFICATIONS: �The instrument should be capable of measuring mixing ratios of N2O over a rangefrom 50 ppb to >1 ppm. �We require typical one sigma measurement precision of < 20 ppt and <0.05 ppm forN2O and CO2, respectively, with an averaging time of around 5 minutes. �Instrument drift should be typically less than 1 ppb and 1 ppm for N2O andCO2, respectively, over 24 hours under laboratory conditions. �Data output should be available via USB or RS232 connection. �The instrument must be rack-mountable. FAR 52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021) Offers will be evaluated based on price and the factors set forth in paragraph (a). (a)The Government will award a contract resulting from this solicitation to the responsible offeror whoseoffer conforming to the solicitation will be most advantageous to the Government, price and other factorsconsidered. Paragraph (a) is hereby completed as follows: Evaluation will be based on the following; 1.Specification Sheet. 2.Price. The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30. (b)Options. The Government will evaluate offers for award purposes by adding the total price for alloptions to the total price for the basic requirement. The Government may determine that an offer isunacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate theGovernment to exercise the option(s). (c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successfulofferor within the time for acceptance specified in the offer, shall result in a binding contract withoutfurther action by either party. Before the offer�s specified expiration time, the Government may accept anoffer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice ofwithdrawal is received before award.
