Additionally, the Government reserves the right to revise the Performance Work Statement, Statement of Work and/or other contract requirements before the release of any associated solicitation. This notice is not a Request for Proposals (RFP) or Request for Quotes (RFQ) it is for market research purposes. Information provided in this notice is subject to change prior to release of a solicitation. The Department of Veterans Affairs, Network Contracting Office 6 is conducting market research to identify potential sources for pharmaceutical disposals services for a vendor who provides pharmaceutical/medication disposal to include pick up of returned, expired, and discarded medication for disposal purposes. The Salisbury VA Health Care System is looking for pharmaceutical disposal services of a vendor who is able to handle medication returns, refunds, and disposal services supporting the Salisbury VCA Healthcare System (SVAHCS) in Salisbury, North Carolina. Forward all questions to the Contracting Specialist identified below. Based on the market research results the VA anticipates issuing a solicitation in the future for these services. Should a solicitation for this requirement to be posted it would be posted in the System for Awards Management System (SAMS). The solicitation would be available for download from http://www.sam.gov. Interested contractors will be responsible for downloading copies of the solicitation when posted (and any subsequent amendments) from that website, and no hard copies are available. The solicitation if posted will provide instructions to contractors about the proposal submission process. Prospective Offerors who might be interested are encouraged to register their interest in the solicitation on the FBO or Contract Opportunities website so that they are notified if there is any issuance of a solicitation and any amendments. STATEMENT OF WORK (SOW) BACKGROUND The Department of Veterans Affairs, Veterans Health Administration (VHA), Engineering Service department at the Fayetteville Veterans Affairs Costal Health Care System (FVACHCS) located at 2300 Ramsey Street, Fayetteville, NC, 28301-3856 has need of a contractor who is to provide technical support, repairs, and reprogramming to the Edwards System Technology 3 (EST3) Fire Detection System. Provide replacements and reprogramming to the fire alarm, system, fire/smoke dampers, fire suppression and control system at the facility in accordance with all terms, conditions, and provision and requirements in accordance with the Statement of Work (SOW). OBJECTIVE In accordance with the terms and conditions stated herein, as outlined within this Statement of Work (SOW) the contractor shall provide a trained and certified technician of the EST3, materials, supplies, tools, general and specialized equipment necessary to provide technical support, repairs and reprogramming to the EST3s. PERIOD OF PERFOMANCE The expected period of performance is one year, firm-fixed price contract. Period of performance will be from the date of award through twelve (12) months. No Service shall be performed under this contract after the end of the contract period. SCOPE The Contractor shall be a trained and certified technician for technical support, repairs, and reprogramming of the EST3 system in accordance with NFPA 72 for Fire alarms, NFPA 101 Life Safety and standard protocol for 24/7 monitoring. The Contractor shall also respond for emergency maintenance repairs or malfunctions of the (ETS3) Fire Detection System and provide all necessary technical support, repairs, and reprogramming to have the system operational and in compliance with NFPA regulations and standards. The Contractor shall provide updates, information, and provide guidance to the VA Electronic Technicians (VAETs) responsible for monitoring the system. SERVICES: The contractor shall provide a Certified Factory Installer of Edwards System Technology-3 (EST3) Fire Detection System to provide technical support. The contractor shall provide/ furnish all materials, supplies, tools, general and specialized equipment necessary for repairs and reprogramming the Edwards System Technology-3 (EST3) Fire Detection System. SPECIFICATION OF SERVICES TO BE PROVIDED: The Contractor shall at a minimum provide at least one hundred forty-four (144) flexible labor hours over the stated 12-month period to be utilized for service calls for maintenance, service or repairs. General Services: The Contractor shall provide monthly site visits at the beginning of the month and/or as needed. The monthly site visits shall consist of the following: Contractor shall inspect and assess all Fire Alarm Control Panels (FACP s) for any evidence of deficiencies, maintenance, or repairs. Contractor shall inspect and assess Notification Appliance Circuits (NAC) panels and Terminal cabinets and contractor shall clean to remove excessive dust/dirt. Contractor shall provide backups for the panel databases of the Fire Detection System and shall provide a copy of the databases and place it on a thumb drive and leave it on the inside of the main (FACP). Upon completion of each site visit the Contractor shall give a written report to the VA Electronic Technician Contracting Officer Representative (VAETCOR). If any discrepancies are found during the site visit, the Contractor shall notify the VAET s/ETCOR to determine corrective action or remedy for repairs, or replacements needed. Replacement of equipment not covered in this agreement is the responsibility of the FVACHCS. The Contractor shall provide updates and information about the EST3 Fire Detection System to the VAETs. Contractor shall provide training that will adequately familiarize VAET s with the full functionality of the Edwards System Technology-3 (EST3) Fire Detection System. The Contractor training shall include how to disable and enable points disable and enable zones, and how to bypass notification circuits. Contractor shall respond to all Service call as listed in the Maintenance and Support section below. Upon reaching the end of the agreed upon contract if there are any unused contractual hours remaining the FVACHCS would require to be converted to a monetary value to purchase additional stock for the system. 2. EQUIPMENT COMPONENTS LIST: The Contractor shall provide assessments, inspections, maintenance, replacements, repairs and/or reprogramming for the following equipment in the table below. Inspection, Maintenance, and Repairs as needed Horns/ Strobes 72 ea. Inspection, Maintenance, and Repairs as needed Shuttle Window 1 ea. 3. MAINTENANCE & SUPPORT: The Contractor shall perform the services necessary to complete the tasks in accordance with the procedures described in a timely and professional manner, consistent with industry standards, at the location, place, and time that the VA has set aside, and all in accordance with the SOW. Contractor must have physical office within a 50-mile radius of the FVACHCS located at 2300 Ramsey Street, Fayetteville, NC 28301. Contractor shall provide a copy of the field inspection/report on the day of each performed maintenance/repair or service call. Contractor shall report all discrepancies to the VAETCOR or designated personnel no later than thee (3) hours after maintenance/repairs have been conducted. All discrepancies shall be listed on the first page of each report and/or invoice. Contractor shall be a Factory Certified Installer of Edwards System Technology-3 (EST3) Fire Detection System. Contractor and contractor personnel shall also have NFPA certification and have all certifications current and up to date during the length of the contract. Contractor shall provide technical support for the Edwards System Technology-3 (EST3) Fire Detection System and coordinate technical training as needed during onsite visits for the VAETs. The FVACHCS will provide access to all control panels and peripherals as needed for the Contractor to perform inspections to the Control panels. The Contractor shall be required to have 24-hour access to the ETS3 and corresponding control panels. The Contractor must respond by phone within two (2) hours of receiving notification from the FVACHCS of a service issue. The Contractor shall respond to all calls or notifications for services with the following response times: If the Contractor receives a service request that is deemed an emergency, the contractor shall be on-site within four (4) hours to address and respond to the request (four-hour response time in person). If the Contractor receives a request that is deemed a non-emergency the contractor shall be onsite with twenty-four (24) hours to respond to the request (24-hour response time in person). If the Contractor receives a service request that is deemed as routine preventative maintenance than a five (5) day scheduling period is required. NOTE: All site visits are to be scheduled through the Engineering Service VAETCOR with at least a 24-hour prior notification with the exception of the FVACHCS call for an emergency response. 4. DISCREPENCIES/REPAIRS: The Contractor shall notify the VAETCOR and /or designated personnel of all inspection discrepancies each day when conducting the monthly on-site inspections. It shall be the responsibility of the Fayetteville Veterans Affairs Costal Health Care System to take the necessary actions to initiate any Interim Life Safety Measures (ILSM). 5. INSPECTION REPORTS: Upon completion of each inspection and/or testing, the Contractor shall complete a Report of Inspection and Testing. The Contractor shall provide one set of hard copies of all documentation to the appropriate VA designated representative. The Contractor shall also tag systems which are found to be defective, in need of corrections, or are in violation of NFPA Standards. The Contractor shall immediately notify the appropriate VA ETCOR, Safety Office or Facility Engineer Section of all items needing immediate maintenance, repairs, replacements, or additions which, in the judgement of the contractor, may be necessary and reasonable to ensure the highest degree of protection in accordance with NFPA 72 for fire alarms, NFPA for Water-Based Fire Protection Systems, NFPS 13 for sprinklers and 24/7 monitoring. 6. HOURS OF OPERATION: The Contractor shall perform work during normal VA working hours. Normal VA working hours consist of work Monday through Friday from 7:00am-3:30pm to include weekends and Federal Holidays. Contractor shall perform all work to include Weekends, Holidays. All work performed shall be a firm fix price regardless of if performed during normal duty hours.
