Description
The DoD, through the Defense Health Agency (DHA), has a mission to provide TRICARE services to eligible beneficiaries in locations outside the fifty United States and the District of Columbia. To accomplish this mission, the TRICARE Overseas Program (TOP) contract will supplement the services the direct care system provides in designated Military Medical Treatment Facility (MTF) locations to Active Duty Service Members (ADSMs) and certain Active Duty Family Members (ADFMs). The TOP contract will provide comprehensive health care support services to ADSMs and certain ADFMs in designated remote overseas locations. Health care support services include the development of purchased-care sector provider (PCSP) networks, referral management activities, TRICARE eligibility verification and enrollment, medically necessary evacuations (medevacs), medical documentation, translation services, medical management services, customer service/call center activities, beneficiary and provider education and marketing, and claims processing and coding. The purpose of this notice is to obtain industry input to assist the DHA in determining an effective mechanism for collecting and translating outpatient/inpatient medical records generated in the private sector and providing them to the referring MTFs located outside the 50 Untied States and Washington DC. The DHA is interested in taking advantage of the expertise of the healthcare industry and incorporating commercial best practices with respect to medical record collection in the overseas health care environment. Information provided to the Government in response to this posting is strictly voluntary and given with no expectation of compensation and shall be provided at no cost to the Government. Information on the TRICARE Overseas Program may be found in the TRICARE Operations Manual, Chapter 24, 2015 edition (http://manuals.tricare.osd.mil/) and the TRICARE website (https://tricare.mil/overseas). The DHA invites interested firms to provide a written response to the questions in Attachment 1, TRICARE Overseas Program Record Collection Questions for Industry.
