Description
NOTICE OF INTENT The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Walter Reed Army Institute of Research (WRAIR) intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with Thermo Electron North America LLC (Doing Business As (DBA) ThermoFisher Scientific), �5225 Verona Rd, Madison, WI 53711-4497 to provide the annual licenses for two software products manufactured by ThermoFisher Scientific: Compound Discoverer version 3.3 software program and an upgrade to Proteome Discoverer with Chimerys Lite version 3.1 software program. At a minimum the Compound Discoverer and Proteome Discoverer Software shall include the following: Compound Discover: Integrated, complete, toolset solves mass spectroscopy data generated from high resolution accurate-mass (HRAM) Thermo Scientific� instruments, such as the Orbitrap ID-X�, Orbitrap Fusion�, Orbitrap� hybrids, Q Exactive�, and Exactive� mass spectrometers. Increase certainty using multi-factorial Peak Quality scoring, determine elemental composition, separate co-eluting components, and gain confidence in ID with automated MSn tree search. Automatically search spectral libraries, annotate spectra, query chemical databases for putative candidates Perform differential statistical analysis and mine data deeper with multivariate statistical analysis. Customizable data visualization. Data processing with its customizable workflows. Proteome Discoverer: Software for peptide and protein identification, post translational modification analysis, isobaric mass tagging, and label-free quantitation from�data-independent, data-dependent, and wide window acquisitions. Analysis of glycopeptides, top-down proteomics, proteoform analysis. Comprehensive data analyses through supporting multiple database search algorithms and dissociation techniques. Data processing with its customizable workflows. Together these two software programs are essential for the processing of the raw proteomics and metabolomics data obtained by the MRSB branch�s mass spectrometer instrument of human and animal model samples (e.g., blood from Post Traumatic Stress Disorder (PTSD) subjects) into final and meaningful results.� This includes identification of specific molecules and their related changes in the samples (i.e., proteins and metabolites) as well as their complex interactions with each other (e.g., biological pathways). The North American Industry Classification System (NAICS) for this requirement is �423430 - size standard is 250. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing.� Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above.� A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, the purchase will be awarded without further remark.
