Notice of Intent (NOI) to Sole Source Award: (Air Scrubbers) Plating Shop Renovation � HAFB, UT USACE SPK Sacramento, California (CA) 95814 intends to award Firm- Fixed-Price (FFP) Sole Source Contracts as part of the specifications for Solicitation W9123824R0032, for the Plating Shop Renovation Project, these products and their associated services will be awarded on a sole source basis under the authority of 10 (United States Code) U.S.C.2304(d)(1)(B), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements USACE SPK is set to award a FFP contract, via solicitation W9123824R0032, for the 309th Commodities Maintenance Group (CMXG), which serves as the Air Force's Technical Repair Center and Center of Industrial and Technical Excellence for various aircraft components. These components include landing gear, wheels, brakes, secondary power systems, hydraulics, pneudraulics, and composites. Additionally, CMXG undertakes repair and overhaul tasks for a wide range of aircraft parts, such as fuel tanks, pylons, screw jacks, canopies, radomes, turbine engines, and more, across several aircraft models including the C-5, C17, C-130, and many others. All electrochemical plating work on aircraft components performed by the 309th CMXG must adhere to stringent quality control standards and comply with the strict Environmental Protection Agency (EPA) Air Quality Index (AQI) pollutant management regulations. To manage airborne pollutants resulting from plating operations, the HAFB Plating Shop currently utilizes custom air scrubbers from ScrubAir Systems, Inc. 1200 Ensell Road (Rd), Lake Zurich, Illinois (IL) 60047 ScrubAir Systems, Inc. is currently the sole manufacturer in the United States (U.S.) capable of producing customized air scrubbers tailored for an electromechanical plating shop. These scrubbers are designed to meet the complex technical demands of the Air Force, as well as the strict safety regulations set by Occupational Safety and Health Administration (OSHA) for the protection of workers within the facility. Additionally, they adhere to the stringent standards set by the EPA for managing airborne pollutants and hazards. Custom air (fume) scrubbers will be designed, fabricated, and installed in phases during the facility renovation Independent Operational Test (IOT) maintain continuous plating operations during construction. Overall, sixteen (16) scrubbers will mitigate fume pollutants/hazards associated with specific chemical processes.
