Description
This is a combined synopsis/solicitation; quotes are being requested for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This combined synopsis/solicitation may or may not result in an award. This procurement is issued as unrestricted under the North American Industrial Classification System (NAICS) 513120, Periodical Publishers, with a small business size standard of 1,000 employees. The DLA Troop Support (DLATS) Subsistence Supply Chain has a continuous need to verify market prices and trends within the food industry to determine proposed prices fair and reasonable without delays that could negatively impact DLATS customers. As such, DLATS requires access to a pricing database capable of providing information on specific protein items, including real-time prices, forecasted prices, and market commentary. The scope of this requirement is for access to an internet accessible pricing database for 6-10 users with the needed functionality to perform current and historical price research, as well as price forecasting analysis and market commentary. The pricing database must include the following at a minimum: 1.�� Current, historical, and forecast pricing data on Institutional Meat Purchase Specifications (IMPS) and North American Meat Processors Association (NAMPS) products and subcategories from all the following food industries: �� a.�������� � Eggs �� b.�������� � Poultry �� c.�������� � Red Meat �� d.�������� � Seafood �� e.�������� � Plant Protein �� f.��������� � Dairy 2.�� Pricing data sourced from USDA, USDC, PPI Indices, and CPI Indices 3.�� Market commentary including news, industry trends, mergers & acquisitions, seasonality information, etc. 4.�� Comprehensive visualizations of pricing data 5.�� Daily updates to prices 6.�� General customer support services to include training and general clarification of report findings and determinations. 7.�� Additional data sources, such as combined subscribers� daily sales data 8.�� Ability to create dashboards and/or alerts customized to specific products. Multiple awards will not be made. Award will be made based on lowest price, technically acceptable (LPTA). To be determined technically acceptable, quoted products must meet the minimum technical requirements identified. To determine if the requirements can be met, product descriptions and samples that address the requirements must be provided with the quote. If the product information is available online, a web address may be provided in lieu of the product description sheet. See Addendum to 52.212-1(d). A government representative(s) will evaluate the information provided to determine if the minimum requirements and intended use of the product(s) is met. The government is not required to research information outside what is provided (product specifications/web address) to make the determination. The required Date and Place of delivery will be at DLA Troop Support beginning September 28, 2024, through September 27, 2025. Quotes are due by 3:00pm Eastern Standard Time Monday, July 8, 2024 and must be submitted through email to the contracting officer at Margaret.Conforto@dla.mil and contract specialist Megan.McGonigle@dla.mil. The vendor is responsible for confirming receipt of the quote and all attachments PRIOR to the solicitation close date/time. To be eligible to receive an award for this requirement, vendors must have an active SAM registration. The website to register, update, or re-activate an account at SAM is https://www.sam.gov. Please note, 52.212.3, Offeror Representations and Certifications, should be completed annually. Addendum to 52.212-1 Instructions to Offerors�Commercial Products and Commercial Services (b) Submission of offers: Offerors will submit quote via email to Margaret.Conforto@dla.mil and Megan.McGonigle@dla.mil, with a total price for the item(s) described in Section B. Offeror will provide a price breakdown for all aspects of the description of requirements. (d) Product samples: Product samples are requested for this solicitation. Offerors must submit a sample report of pricing information that shows pricing data for the POULTRY (Chicken, Turkey) market during the following timeframe: January 1, 2024 � March 30, 2024. This product sample represents the Technical Acceptability evaluation factor. The report may be a printed detail report emailed as an attachment to the quote, or it can be a web-based report with temporary sign-in access. Data may be redacted to protect private information of Offeror�s clients. 52.212-2 Evaluation�Commercial Products and Commercial Services EVALUATION�COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Lowest Price Technically Acceptable (LPTA) source selection procedures will be used as the source selection method in this procurement. The following factors shall be used to evaluate offers: Technical Acceptability � A technically acceptable offer is an offer that takes no exceptions to the terms and conditions in the solicitation and complies fully with all submission requirements. A quote that takes exception to solicitation terms and conditions or that fails to comply with all submission requirements may be deemed technically unacceptable and, thus, may be found ineligible, and removed from further consideration, for the awards. By submitting a quote with no exceptions, an offeror is confirming it possesses the necessary facilities, equipment, technical skills and capacity to successfully provide all items required by this solicitation. Past Performance � Supplier Performance Risk System (SPRS) will be used to determine vendor responsibility. Potential contractors will be screened for responsibility in accordance with FAR 9.104. Pricing � Pricing is required for all aspects of the description of requirements. Failure to offer pricing for the minimum requirements may result in a proposal being removed from consideration for award as technically unacceptable. Offered prices will be evaluated to determine fair and reasonableness. (c)���������� A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
